OF JUNE 25, 2025, CLOSED MEETING WITH OKLO, INC. TO DISCUSS MATERIAL CONTROL & ACCOUNTING FOR THE PLANNED REPROCESSING FACILITY LICENSE APPLICATION The U.S. Nuclear Regulatory Commission (NRC) staff conducted a closed meeting with Oklo, Inc. (Oklo) on June 25, 2025, from 1:00 p.m. until 5:00 p.m. to discuss Oklos white paper, Material Control and Accounting for the Oklo Recycling Facility submitted to the NRC on May 23, 2025 (ML25143A222).
The purpose of the meeting was for Oklo staff to: 1) provide a programmatic overview of the material control and accounting (MC&A) program, 2) present how the MC&A program addresses the MC&A-related gaps identified in SECY-09-0082, Update on Reprocessing Regulatory Frameworks - Summary of Gap Analysis, and 3) discuss feedback from the NRC staff on Oklos approach to resolving the MC&A-related gaps.
In its slide presentation (ML25168A349), Oklo staff provided an overview of the MC&A program, including facility characteristics, and described the various MC&A program elements. Oklo described how their MC&A approach incorporates performance-based and risk-informed principles to meet regulatory requirements while addressing the unique challenges of the chosen recycling process, pyroprocessing. Oklo described how the MC&A program combines near-real-time measurement, real-time monitoring, computational modeling, holdup management, and containment and surveillance activities to provide information on the special nuclear material (SNM) inventory continuously across the facility.

OFFICIAL USE ONLYPROPRIETARY INFORMATION Oklo described how various elements of their MC&A program and facility design features address the MC&A-related gaps identified in SECY-09-0082, and support the application of the MC&A provisions described in Title 10 of the Code of Federal Regulations, (10 CFR) Part 74, Material Control and Accounting of Special Nuclear Material, Subpart D, Special Nuclear Material of Moderate Strategic Significance, for Category II quantities of SNM.
