Covert, MI, 49043 Email:meldredgestark@gmail.com General Comment I am commenting on the NRC's preliminary finding of No Significant Hazards Consideration for Holtecs June 24, 2025 License Amendment Request.
Holtecs proposed change to its license conditions is not administrative. It seeks to extend a long history of NRC deferred enforcement for Palisades fire protection violations. Further delay is only permissible when substantial progress has been demonstrated; and corrective actions for the Palisades plant have previously been found to be delayed beyond a time frame consistent with the NRC's own safety significance. With Holtec's new operating license in effect, a different regulatory framework applies, and Holtec must meet all the requirements of that licenseincluding all fire safety requirements. Holtec must demonstrate that protection in depth will be ensured through the end of the NRC-approved inspection interval and beyond.
I respectfully request that the NRC reject Holtecs assertion that the proposed change is administrative in nature, and that it withhold final action on the NSHC determination and license amendment until the Atomic Safety and Licensing Board has fully reviewed the related safety and legal issues raised in this comment.
