Covert, MI, 49043 Email:smnosal@gmail.com Phone:510-604-4242 General Comment This comment is submitted to challenge the NRCs preliminary finding of No Significant Hazards Consideration (NSHC) for Holtecs June 24, 2025, License Amendment Request (LAR), docketed under ADAMS Accession No. ML2517A275.

I challenge the statement made by Holtec that their proposal to defer compliance is administrative in nature. This deferral constitutes a substantive change to the license and cannot be justified as merely administrative. To say this is administrative is preposterous looking at the history of the company and Palisades in particular. Holtec licensing has required compliance going back to 2006 and has yet to be met. They have continually failed the requirements for substantial progress with previous fire protection measures and have been fined for it. Holtecs reliance now on Probabilistic Risk Assessment (PRA) to delay deterministic fire protection modifications violates NRC rules and license requirements. None of this sounds administrative to me.

Please pay attention to the regulatory weight of the license condition and the history of the NRC enforcement tied to this exact issue. Keep the people who are directly affected by any failures in mind when you pay attention to this matter overall! The world is watching! We must ensure that the NRC does not allow Holtec to bypass this safety commitment by simply calling it administrative! This is not an administrative change, it is a substantive deviation from two intertwined safety requirements embedded in Palisades current license and Final Safety Analysis Report.

I respectfully request that the NRC reject Holtecs assertion that the proposed change is administrative in nature, and that it withholds final action on the NSHC determination and license amendment until the Atomic Safety and Licensing Board has fully reviewed the related safety and legal issues raised in comments and petitions.
