Date: August 14, 2025 Mr. DiLorenzo, By letter dated April 8, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25098A330), Arizona Public Service Company (APS, the licensee),
requested U.S. Nuclear Regulatory Commission (NRC) approval of a proposed license amendment request (LAR) to revise the Emergency Plan for the Palo Verde Nuclear Generating Station (PVNGS) Units 1, 2, and 3 pursuant to Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR).
The proposed changes to the PVNGS Emergency Plan would revise the staffing requirements for the Shift Manager/Emergency Coordinator position in the PVNGS Emergency Plan along with staff augmentation times.
In order for NRC staff to efficiently complete the review of the LAR, the NRC staff requested additional information concerning the issues listed in the draft Request for Additional Information (RAI) provided to you on July 3, 2025. (ADAMS No. ML25188A210)
On July 18, 2025, a clarification call was held between APS and NRC staff to discuss and clarify any ambiguities associated with the draft RAI. At the conclusion of the call, APS staff indicated that the NRC information requested in the draft RAI was understood however, NRC staff offered a second clarification call, if needed. On August 6, 2025, during a routine weekly information exchange call with NRC staff, the licensee requested a second clarification call to resolve uncertainties identified with the draft RAI. The clarification call was held on August 8, 2025, during which NRC and APS staff discussed:
retention of emergency coordinator responsibility for the command-and-control function including timely emergency classification and declaration use of shift technical advisor or control room supervisor fulfillment of second emergency coordinator by another individual on-shift who is a qualified emergency coordinator qualification of maintenance, electrical and I&C technicians and changes to the duties of the minimum response staff proposed during the timeframe prior to staffing the facilities.
The discussions were productive in ensuring that APS staff fully comprehended the scope of the draft RAI such that they can effectively and efficiently respond.
