SUMMARY
OF AUGUST 7, 2025, OBSERVATION MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS RELIEF REQUESTS 74 AND 75 FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2025-LRM-0100 AND EPID L-2025-LRM-0101)
On August 7, 2025, an Observation Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Arizona Public Service Company (APS, the licensee). The purpose of the meeting was to discuss proposed Relief Requests 74 and 75 for Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated July 29, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25210A098. A list of attendees is provided in the enclosure.
During the meeting, the licensee provided two slide presentations, which are available in ADAMS at Accession Nos. ML25206A217 and ML25206A215, to facilitate the discussion. NRC staff talking points discussed during the meeting are available in ADAMS at Accession No. ML25220A285.
The requests pertain to proposed alternatives for the examination of steam generator and pressurizer pressure-retaining welds and reactor vessel pressure-retaining weld inspection frequency. The licensee described the proposed requests including the affected components, the proposed alternatives, the bases for the requests, precedents involving the implementation of the proposed alternatives, and targeted submittal dates.
There were no members of the public in attendance and no public meeting feedback forms were received. No regulatory decisions or commitments were made at the meeting.
