This is definitely not a simple administrative change.
This has been an issue since the Browns Ferry fire in 1975 and was finally made a license condition in 2006. How can Holtec dismiss a fire safety upgrade and say there is no significant safety hazard.
Holtecs continued attempts to circumvent both the regulations, and common sense, are unconscionable.
Restarting a decommissioned plant has never been done anywhere on the planet. Safe operating conditions, and public safety, should be their priority. Instead we continue to see them jockeying for position and trying to sidestep their civic responsibilities.
