SUBJECT:

U.S. NUCLEAR REGULATORY COMMISSION ACCEPTANCE REVIEW FOR THE WESTINGHOUSE ELECTRIC COMPANY TOPICAL REPORT WCAP-18483-P/NP, REVISION 0, ENCORE CHROMIUM COATED CLADDING FOR USE IN PRESSURIZED WATER REACTORS (PROPRIETARY/NON-PROPRIETARY) (EPID: L-2025-TOP-0025)

Dear Mr. Ewing,

By letter dated July 3, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25184A399), Westinghouse Electric Company (Westinghouse) submitted Topical Report (TR) WCAP-18483-P/NP, Revision 0, EnCore Chromium Coated Cladding for Use in Pressurized Water Reactors (Proprietary/Non-Proprietary), for the U.S.

Nuclear Regulatory Commission (NRC) staffs review and approval.

The NRC staff has found that TR contains sufficient information to begin its detailed technical safety review. Given the lesser scope and depth of the acceptance review, as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

The estimated review schedule milestones are provided in the table below:

Milestone Planned Date NRC to Issue Requests for Additional Information (RAIs)

January 30, 2026 Westinghouse to Submit Responses to RAIs March 6, 2026 NRC to Issue Draft Safety Evaluation (SE)

May 29, 2026 Draft SE Proprietary Review by Westinghouse June 29, 2026 NRC to Issue Final SE August 31, 2026 Westinghouse to Submit TR Approved Version (-A)

October 14, 2026 NRC to Issue Verification November 12, 2026

This schedule takes into consideration the NRCs current review priorities and available technical resources which may be subject to change. If modifications to these dates are deemed necessary, we will provide revisions/updates to this information. To support a more efficient review process, the NRC is setting a goal of a 15 percent improvement in timeliness and resources. Accordingly, our estimate for this review is 700 hours0.0081 days
0.194 hours
0.00116 weeks
2.6635e-4 months
total review time including project management time within a 15-month review timeframe (based on the best estimate of 825 hours0.00955 days
0.229 hours
0.00136 weeks
3.139125e-4 months
and an 18-month schedule). The schedule takes into consideration NRCs current review priorities and available technical resources which may be subject to change.

If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date of significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. The review schedule milestones and estimated review costs were discussed and agreed upon between Nathaniel Mackereth, Westinghouse, and the NRC staff on August 6, 2025.

Section 170.21 of Title 10 of the Code of Federal Regulations requires that TRs are subject to fees based on the full cost of the review. You did not request a fee waiver; therefore, the NRC staff-hours will be billed accordingly.

If you have any questions regarding this matter, please contact Ekaterina Lenning at 301-415-3151 or via email at Ekaterina.Lenning@nrc.gov Sincerely,

/RA/
