Confidential Diablo Canyon Power Plant (DCPP) plans to submit five (5) Risk Informed Process for Evaluation (RIPE) LARs to the NRC to support operation strategies and reduce low risk shutdown conditions Recently DCPP considered submitting a RIPE LAR to extend the Auxiliary Building Ventilation System (ABVS) Technical Specification (TS) Allowed Outage Time (AOT) but did not pursue as a RIPE LAR ABVS has been screened out as very low risk and not included in the DCPP model of record NRC has reviewed the DCPP PRA model; DCPP has received NRC approval and implemented TSTF-505 Risk Informed Completion Times (RICT) and 50.69 Risk Informed Classifications of Systems, Structures and Components Learnings for processing a RIPE LAR and the associated documentation overview Experience with Considering RIPE Use

Confidential Streamlined approval timing and allows Technical Specification (TS) changes for low-risk applications Leverages licensee PRA models to risk inform regulatory submittals and approvals Reinforces the use of risk informed applications Allows prioritization of NRC and Licensee resources for low-risk changes Potential to reduce operational risk and improve reliability for low-risk shutdown conditions Benefit of RIPE Process

Confidential Qualitative Risk Insights Approaches

Consider allowing qualitative risk insights to inform proposed changes - Allows systems or changes of low risk, not modeled in the PRA to be included in the process Increase flexibility of NRC and Licensee interaction on submittals

Use audits and not RAIs or RCIs within the process to provide clarifying information without resetting the process

Currently, RIPE process limits additional licensee input if additional information is required Processing and Documentation Requirements

Re-evaluate the level of documentation and processes to meet RIPE submittal requirements

Opportunity to streamline the IDP process for RIPE submittals

RIPE submittals are low risk and based on the licensee approved PRA model that has been peer reviewed, Facts & Observations closed and audited by the NRC Potential RIPE Improvements
