BLUF
- The NRC LIC-206 Tiger Team is providing an update to the new, proposed graded review process for the operating reactor licensing action reviews as discussed at a previous Public Meeting on May 22, 2025.
- This draft, iterative process is scheduled for initial implementation in fall 2025 that will be refined over time using lessons learned and best practices
- The new graded review process will be applied to all technical reviews for license amendment requests, exemption requests, and relief requests, but will exclude LR/SLR and EPU reviews.
- We have created a Process Guide to better facilitate the implementation of the graded approach.
- A fuller revision of LIC-206 will be completed in the Fall 2025.
- NRR ET and LT have approved the graded review approach, including the streamlined schedule and resource reduction targets.

Graded Approach - Leverages the LIC-206 Technical Reviewer (TR) Checklist/Review Grading Tool The TR Checklist/Grading tool will be applied by each technical reviewer for their assigned scope of review in RRPS. Note, Figure 2, above, is an abbreviated set of criteria and does not include all the details that will be provided in the LIC-206 update, which are also included in the following slides.

- Determination of Individual Branch Resources based on BC/TR Review Type Designations
- PM will ensure cumulative branch resource estimates < project resource cap.
oAdditional resources above resource caps will be agreed to by DORL/Technical Branch BCs, with supporting justification.
