336/423 72-47 DPR-21/65 NPF-49 Pursuant to 10 CFR 50.54(q)(5) and 10 CFR 72.44(f), a summary of the change analysis for Revision 68 to the Millstone Power Station (MPS) Emergency Plan is provided in the attachment. Revision 68 to the Emergency Plan went into effect on July 3, 2025. The changes incorporated in this revision did not require prior NRC approval and do not implement actions that reduce the effectiveness of the MPS Emergency Plan. The Emergency Plan continues to meet the standards of 10 CFR 50.47(b) and Appendix E.

10 CFR 50.54(q)(5) requires licensees report changes made to the emergency plan not requiring prior NRC approval within 30 days after the change is put into effect.

Summary Millstone Emergency Plan, Revision 68, incorporated the changes below. Emergency Planning Elements, Applicable License Basis, and Applicable Emergency Preparedness Regulations and Commitments made to the NRC are maintained. Therefore, none of the changes reduce the effectiveness of the Emergency Plan or the implementation of the Emergency Plan.

Table of Contents: F-4 Diagram of CT State of Emergency Operations Center (SEOC) was added. This change added a diagram of the SEOC to be consistent with the existing diagrams of the TSC/OSC (Technical Support Center/ Operations Support Center), EOF (Emergency Operations Center) and OSCAA (Operational Support Center Assembly Area). This does not constitute a reduction in effectiveness of the E-Plan and meets the requirements in NUREG-0654, P.8.

Section 1.1 third paragraph: The peak population total was updated to 270,458 and year of census data was updated to 2020. The "Summary of Demand" from 2022 Evacuation Time Estimate was added as a basis. This change updated information to the current census data from 2020. The emergency planning standard for the protective actions for plume exposure pathway emergency planning zone (EPZ) for emergency workers and the public per 10 CFR 50.47(b)(10) and NUREG-0654 continue to be met.

Section 1.3 second paragraph: State of New York was deleted since it is a courtesy notification, and the division of Homeland Security and Emergency Services were specified. The New York State (NYS) Watch Center was added to Millstone's required emergency contact list based on a request from the New York Emergency Services team. The emergency planning standard for notification of State and local response organizations by the licensee, and for notification of emergency personnel by all organizations per 10 CFR 50.47(b)(5) and NUREG-0654 continue to be met.

Figure 1-1 A.3: The parentheses around Suffolk County were deleted to clarify the notification is made to New York State (NYS) and not just the county. This change clarified the intent of the notification. The emergency planning standard for notification of State and local response organizations by the licensee, and for notification of emergency personnel by all organizations per 10 CFR 50.47(b)(5) and NUREG-0654 continue to be met.

The emergency planning standard for notification of State and local response organizations by the licensee, and for notification of emergency personnel by all organizations per 10 CFR 50.47(b)(5) and NUREG-0654 continue to be met.

Description:

The words "intentional malicious dedicated efforts of a hostile act" were changed to "hostile action." This old description of a security event for an Alert was based on the previously used NUMARC Emergency Action Levels (EALs). The new wording is consistent with the description of an Alert in the currently used Nuclear Energy Institute (NEI) 99-01 EALs. The emergency planning standard for a standard emergency classification and action level scheme per 10 CFR 50.47(b)(4) and NUREG-0654 continue to be met.

Table 4-3 and 4-4: The words "security events" were changed to "hostile action."

This old wording ("security event") for a Site Area Emergency and General Emergency was based on the previously used NUMARC EALs. The new wording

("hostile action") is consistent with the description of a Site Area Emergency and General Emergency in the currently used NEI 99-01 EALs. The emergency planning standard for a standard emergency classification and action level scheme per 10 CFR 50.47(b)(4) and NUREG-0654 continue to be met.

Section 5, fourth paragraph: Information was replaced that stated the DSEO (Director of Station Emergency Operations) has the discretion to authorize ERF (Emergency Response Facility) activation with less than minimum staffing, if the DSEO assigns other ERO (Emergency Response Organization) members to fill vacant minimum staff positions. This change provided clarifying information on when a facility can be activated. The current wording could be interpreted to mean that a facility could be activated with less than minimum staffing. The change clarified that this can only be done if there is someone else in the facility that could fulfill the open minimum staffing, based on the training, experience, and skills. The emergency planning standards to assign primary responsibilities for an emergency response by the licensee and state per 10 CFR 50.47(b)(1) and NUREG-0654 continue to be met.

Table 5-1: Backup ERO Notifications were changed from a Security responsibility to an Operations responsibility. The CAS (Central Alarm Station) and SAS (Secondary Alarm Station) Security personnel were previously used for backup activation of the ERO in the event that the former Web based notification software (ARCOS) failed. The current backup activation method for the ERO is through Everbridge, with the Emergency Communicator in Operations calling a telephone number. The emergency planning standards to assign primary responsibilities for an emergency response by the licensee and state and local organizations, and the

Serial No.: 25-184 Docket Nos.: 50-245/336/423 72-47 Attachment, Page 3 of 5 standard to define on-shift facility licensee responsibilities per 10 CFR 50.47(b)(1) and 10 CFR 50.47(b)(2), respectively, and NUREG-0654 continue to be met.

Section 7.9: The wording "utility" was changed to "licensee". This change updated the wording since Dominion Energy Nuclear Connecticut (ENC) holds a nuclear facility operating license. The emergency planning standards to provide and maintain adequate emergency facilities and equipment to support the emergency response per 10 CFR 50.47(b)(8) and NUREG-0654 continue to be met.

Figure 7-1a: "13. NYS Watch Center was added to the Affected Community Responsible Official block. This is an addition of the NYS Watch Center to Millstone's required emergency contact list, based on a request from the New York Emergency Services team. The emergency planning standard for notification of State and local response organizations by the licensee, and for notification of emergency personnel by all organizations per 10 CFR 50.47(b)(5) and NUREG-0654 continue to be met.

Figure 7-1 b: This change removed the terms "dedicated hotlines" and "normal long distance." The terms "dedicated hotlines" and "normal long distance" are incorrectly characterized in the Emergency Plan. There has been no change to actual phone setup that is used to communicate via Emergency Notification System (ENS) and Health Physics Network (HPN). There is no requirement to list the specific type of lines for ENS and HPN in this figure. The emergency planning standards to provide and maintain adequate emergency facilities and equipment to support the emergency response per 10 CFR 50.47(b)(8) and NUREG-0654 continue to be met.

Section 8.4: The information concerning emergency information provided to the public annually was updated. The change was made to describe a replacement method of distributing emergency information to the public. This was part of a Dominion Energy fleet initiative to use a mailing card that contains a link to electronic (website) information. There is an option on the postcard for the public to request traditional printed information, if desired. The previously provided information has not changed, but the delivery method has been updated. This activity continues to be coordinated with offsite response organizations. The information available to the residents remains consistent with NUREG-0654 and FEMA Radiological Emergency Preparedness (REP) Program Manual guidance.

The emergency planning standards to make information made available to the public on a periodic basis on notification methods and initial actions during an emergency per 10 CFR 50.47(b)(7) and NUREG-0654 continue to be met.

Appendix B: Updated letters of agreement (LOA) for Amtrak, Yale New Haven Health Lawrence+ Memorial, CT State Police (formerly listed as State of CT Dept of Emergency Services and Public Protection Office of the Commissioner),

Serial No.: 25-184 Docket Nos.: 50-245/336/423 72-47 Attachment, Page 4 of 5 Teledyne, Waterford Ambulance, Waterford Fire, Waterford Police, AccuWeather, GEL Laboratories. New letters updated personnel changes and rates for services provided. There is no intent change for any of the LOAs. This change does not reduce the effectiveness of the Emergency Plan.

Appendix E: Emergency radios and satellite phones were marked for use (using an "X") in the off-site RMT (Radiological Monitoring Team) Kit column. The change reflected the current communication equipment in use for the offsite RMT. There are multiple communications devices/methods for the RMT to report radiological data, in case one communications method does not work. The emergency planning standards to provide and maintain adequate emergency facilities and equipment to support the emergency response per 10 CFR 50.47(b)(8) and NUREG-0654 continue to be met.

Appendix F: F-4 Diagram of CT State Emergency Operations Center (SEOC) was added to be consistent with the other ERO facilities that have diagrams in the Emergency Plan. This change does not reduce the effectiveness of the Emergency Plan.

Appendix H Table H-1: Ionization chamber range was changed from 0-1,000 R/hr to 0-50 R/hr, the words "DLR" was added prior to TLD, "SRO" and "and electronic dosimeters" were added to direct reading pocket ion chamber. This is an administrative correction to reflect the actual range of the devices listed in the Emergency Plan. The available ion chambers have a range of Oto 50 R/hr, and never had a range of 0-1000 R/hr. The Geiger-Mueller devices, which are capable of measuring up to 1,000 R/hr, were also included in Appendix H. The capability to survey up to 1,000 R/hr is maintained. The emergency planning standards to provide and maintain adequate emergency facilities and equipment to support the emergency response per 10 CFR 50.47(b)(8) and NUREG-0654 continue to be met.

Editorial changes were also made to:

Deleted "OSC" from title in Step 5.2.13.

Added "COEL" to paragraph Step 5.2.22.

Capitalized "control room" in Sections 6.4.1.g, 7.1, 7.1.1, 7.1.2, 7.2.5, 7.8.1, 7.9.

Added "(ERO)" to definition title and added COEL to acronyms in Appendix A.

Updated the following figures in Appendix C:
