Ms. Hadden, and Mr. Smith:
Thank you for your email regarding Long Mott Energy, LLCs (LME) construction permit application for the proposed Long Mott Generating Station (LMGS). In your email, you request a four-month extension of the August 11, 2025, deadline to file a request for hearing or petition for leave to intervene, for a public meeting and public comment period of four months and that a full environmental impact statement (EIS), rather than an environmental assessment (EA) be required for the NRCs review of the Long Mott Generating Station (LMGS) Construction Permit (CP) application.
On July 22, 2025, the Secretary of the Commission (ADAMS Accession No. ML25203A350) denied your request for a four-month extension of the August 11, 2025, deadline to file a request for a hearing or petition for leave to intervene. I am responding, on behalf of the NRC, to the other requests included in your email.
Regarding your request for an EIS, the National Environmental Policy Acts (NEPA) allows use of a streamlined EA to determine whether a Finding of No Significant Impact (FONSI) can be reached or if an EIS is warranted. The staffs decision to prepare an EA was based on initial review of the applicant's Environmental Report, which indicated that the proposed site likely supports a FONSI, as well as complying with NEPA-related directives in Section 506 of the Advance Act of 2024 and the Fiscal Responsibility Act of 2023. If the EA process determines a FONSI cannot be reached (significant environmental impacts are likely), a full EIS will be prepared. On June 10, 2025, the NRC staff communicated to Long Mott Energy, LLC, its intent to first prepare an EA to document its review of the environmental impacts associated with the proposed LMGS (ML25155B841).
Regarding your request for a four-month public comment period and a public meeting, the EA process relies on staff analysis of the applicants submittal. For LMGS, based on the information provided by the applicant in its Environmental Report regarding the nature of the site, we have determined the EA review can proceed without additional input at this time. If the EA process indicates that a FONSI cannot be reached, we will include public outreach activities as part of preparing the EIS. Additionally, as we progress through our review of this application, we may identify the need to engage the applicant to discuss specific review items during public meetings. Such meetings will be announced on the NRCs public website (https://www.nrc.gov/pmns/mtg) and will allow for public participation. In addition, you may sign up for NRCs GovDelivery Service (https://www.nrc.gov/public-involve/listserver.html#gov) for the LMGS project (under the Advanced Reactors category) to receive NRC documents associated with the review of this application or visit the NRC Long Mott Project page at https://www.nrc.gov/reactors/new-reactors/advanced/who-were-working-with/applicant-projects/long-mott.html.
