REPORT ON THE REGULATORY AUDIT OF TOPICAL REPORT, TP-LIC-RPT-0008, "PARTIAL FLOW BLOCKAGE METHODOLOGY, REVISION 1 (EPID L-2024-TOP-0010)

Dear George Wilson:

By letter dated March 26, 2024, TerraPower, LLC (TerraPower) submitted topical report (TR)

TP-LIC-RPT-0008, Partial Flow Blockage Methodology," Revision 1 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24085A822) to the U.S. Nuclear Regulatory Commission (NRC) staff. The TR provides an overview and description of evaluation models developed for the Natrium reactor to evaluate partial flow blockage events within a sodium fast reactor. On April 22, 2024, the NRC staff found that the material presented in the TR provides technical information in sufficient detail to enable the NRC staff to conduct a detailed technical review (ML24107B049).

The NRC staff provided its audit plan for the subject TR to TerraPower on July 15, 2024 (ML24197A184). The audit was conducted virtually from July 25, 2024, through April 10, 2025, using TerraPowers electronic reading room. The NRC staff held an audit exit meeting with TerraPower on April 10, 2025.

Enclosed is a summary report on the regulatory audit conducted by the NRC staff in connection with its ongoing review of the TR.

The audit summary report does not make any licensing conclusions or findings, but it is part of the administrative record of the NRC staffs review of the TR and may provide information supporting the NRC staffs safety evaluation. No requests for additional information were identified as part of the audit and there are no open items resulting from the audit. The report constitutes the final report on the audit.
