Dominion Energy Nuclear Connecticut, Inc., (DENG) submitted an application pursuant to Title 10 of the Code of Federal Regulations (CFR), Part 54 for renewal of Operating Licenses DPR-65 and NPF-49 for Millstone Power Station (MPS), Units 2 and 3, respectively. In accordance with 10 CFR 54.21 (d), a Final Safety Analysis Report (FSAR) supplement was provided with the application for renewed operating licenses. Table 19.6-1 of the FSAR supplement for MPS Unit 3 (MPS3) contained 37 commitments to be completed prior to the period of extended operation, as specified in the MPS3 Renewed License Condition 2.C(8) issued on November 28, 2005 (ML053220409).

Specifically, MPS3 Renewed License Condition 2.C(8) states: "The FSAR supplement, as revised, describes certain future activities to be completed prior to the period of extended operation. DNC [now DENG] shall complete these activities no later than November 25, 2025, and shall notify the NRC in writing when implementation of these activities is complete and can be verified by NRC inspection".

Pursuant to MPS3 Renewed License Condition 2.C(8), DENG is providing written notification that the commitments listed in Table 19.6-1 of the MPS3 FSAR have been completed except for commitment number 31. This commitment is related to performing a baseline for loss of material due to selective leaching. While commitment number 31 will not be completed at the time of the License Renewal Phase 2 Inspection in July of 2025, this activity will be completed prior to entering the period of extended operation which begins on November 25, 2025.

A follow-up letter will be sent when commitment number 31 is complete.
