SUBJECT:

SUMMARY

OF JUNE 26, 2025, MEETING WITH NORTHERN STATES POWER COMPANY - MINNESOTA ON PLANNED LICENSE AMENDMENT REQUEST FOR PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 (EPID L-2025-LRM-0086)

On June 26, 2025, an observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Northern States Power Company -

Minnesota, doing business as Xcel Energy (the licensee) via webinar. The purpose of this meeting was to discuss a proposed license amendment request to implement Technical Specifications Task Force (TSTF) 554, Revise Reactor Coolant Leakage Requirements for Prairie Island Nuclear Generating Plant (PINGP), Units 1 and 2. Specifically, the proposed change will revise the definition of LEAKAGE in Technical Specifications (TS) Section 1.1, revise Conditions and Required Actions of PINGP TS Section 3.4.14, RCS [Reactor Coolant System] Operational LEAKAGE, and make other editorial corrections. The meeting notice and agenda dated June 12, 2025, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25163A138 and the licensees meeting presentation is available at ML25174A220.

The licensee presented information regarding (1) an overview of the potential license amendment request, (2) a comparison of PINGP TS and Standard Technical Specifications (STS), (3) a proposed mark-up of the current TS, and (4) the anticipated schedule for submission and requested approval of the proposed license amendment.

The NRC staff asked one question regarding the origin of the PINGP completion times in current TS. The licensee stated that the completion times in their current PINGP TS were part of their original licensing basis.

There were no members of the public in attendance and no meeting feedback forms were received. No regulatory decisions were made at this meeting.
