APPROVAL OF TRIENNIAL UPDATE OF THE DECOMMISSIONING FUNDING PLAN FOR THE COLUMBIA FUEL FABRICATION FACILITY IN HOPKINS, SOUTH CAROLINA - ENTERPRISE PROJECT IDENTIFICATION NUMBER L-2025-DFA-0018
Dear Stephen Subosits:
We have reviewed your updated decommissioning cost estimate (DCE) submitted by letter dated May 8, 2025 (Agencywide Documents Access and Management System [ADAMS]
Accession No. ML25128A133). We approve the updated estimate for the cost of decommissioning. Specifically, we find that the cost estimate is based on reasonable and documented assumptions, and that it adequately estimates the cost, at this time, to decommission the facility, if necessary. Our safety evaluation report for the approval of the decommissioning funding plan is enclosed.
Accordingly, the U.S. Nuclear Regulatory Commission (NRC) staff considers that the Westinghouse 2025 DCE satisfies the requirements of Title 10 of the Code of Federal Regulations (10 CFR), Paragraph 70.25(e). We request that you proceed with revising the financial assurances mechanism and certification of financial assurance and submit them within 30 days of the date of this letter.
Your submittal was assigned Enterprise Project Identifier (EPID) L-2025-DFA-0018. The EPID will be closed. A new EPID will be opened for processing the review and approval of the updated financial assurance instruments and an updated certification of financial assurance.
In accordance with 10 CFR Section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room (PDR) or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC website at http://www.nrc.gov/reading-rm/adams.html. The PDR is open by appointment.
