SUMMARY
OF JULY 3, 2025, PUBLIC MEETING REGARDING PROPOSED LICENSE AMENDMENT REQUEST TO MODIFY ACTIONS FOR INOPERABLE MAIN CONTROL ROOM EMERGENCY HABITABILITY SYSTEM (VES) (EPID L-2025-LRM-0084)
On July 3, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held an Observation pre-submittal public meeting1 with representatives from the Southern Nuclear Operating Company (SNC). The purpose of the meeting was for SNC to discuss its plans to submit a license amendment request regarding a change to the Technical Specifications (TSs) for Vogtle Electric Generating Plant, Unit Nos. 3 and 4, and to receive NRC staff feedback on what information would be needed to support the NRC staff review of the submittal. The SNC request would propose an extended TS completion time in the event of an inoperable Main Control Room Emergency Habitability System (VES).
During the meeting, SNC staff presented slides2 that described the proposed change.
The NRC staff provided the following comments on information and considerations that would support its review of the proposed change:
Justification for the appropriateness of the proposed completion time could focus on available backup or alternate systems (e.g., nuclear island non-radioactive ventilation system (VBS)) which may be different from previous amendment approvals or similarity to the standard Technical Specifications (TSs);
Discuss what maintenance and/or surveillance is already performed on the VBS system and if additional testing would be needed to support the extended completion time; and Ensure that the requested completion time is for sufficient time to cover expected maintenance or repair intervals.
The NRC staff did not make any regulatory decisions at the meeting. Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received from the public.
