To provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's environmental review of the license renewal environmental report for Clinton Power Station Unit 1 (CPS), as documented in its draft supplemental environmental impact statement, and provide an opportunity for public comment on the NRC staff's findings.
General Details:
The U.S. Nuclear Regulatory Commission (NRC) staff held one meeting as part of the CPS license renewal environmental review. The meeting was held on Tuesday, May 6, 2025, which started at 3:00 P.M. EST and ended at approximately 3:35 P.M. EST. The meeting started with a review of meeting ground rules and an introduction of the NRC staff, followed by a presentation by the NRC staff on the license renewal process and the preliminary findings of the draft supplemental environmental impact statement (SEIS). The presentation emphasized that the comments on the draft SEIS were welcome to help NRC refine the document. There was an opportunity for attendees to ask questions about the NRC staffs presentation followed by an opportunity for members of the public to provide oral comments on the draft SEIS.
Approximately 25 people attended the meeting. These numbers include the NRC staff in attendance. Participants included representatives of Constellation Energy Generation (CEG). No other members of the public were present.
Summary of Presentation:
The NRC staff presented an overview of its review process for the Clinton license renewal application, beginning with the safety review and then going into greater detail on the environmental review. CEG submitted its license renewal application for Clinton on February 14, 2024 (Agencywide Documents Access and Management System (ADAMS)
ML24045A023). Clinton Unit 1 was first licensed in September 1986. The current initial operating license will expire April 2027. If a license renewal is granted, it will be for an additional 20 years.
The NRC staff developed a generic environmental impact statement (GEIS) that addresses a number of issues common to all nuclear power plants. The staff is supplementing that GEIS with a SEIS that addresses issues that are specific to Clinton Power Station. The staff
described how the impacts are defined and where the public could find various resource areas in the SEIS. Per the draft SEIS preliminary findings, impacts on a majority of the resource areas analyzed by the NRC staff for the proposed action (i.e., license renewal) were determined to be small.
The NRC staff also noted its preliminary findings related to special status species and habitats. The NRC staffs preliminary findings are that license renewal may affect but is not likely to adversely affect the following species: Northern long-eared bat, Indiana bat, Whooping Crane, Monarch butterfly, Western regal fritillary, Rusty patched bumble bee, Eastern prairie fringed orchid, and no effect on the Salamander mussel. Staff noted that it received US Fish and Wildlife Service concurrence on those findings on May 1, 2025 (ML25121A276). For Historic and Cultural resources the staff noted that license renewal would not adversely affect known historic properties.
The presentation noted that the NRC does not make the decision as to whether a plant should continue to operate. The preliminary recommendation of the draft SEIS is that the adverse environmental impacts of license renewal for Clinton Power Station for an additional 20 years beyond the current expiration dates are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. The staff explained that the draft SEIS was published and filed with the U.S. Environmental Protection Agency on April 11, 2025. On April 18, 2025, a notice was published in the Federal Register informing the public that the draft SEIS was available, which began a 45-day comment period. Public comments on the Diablo Canyon draft SEIS are due June 2, 2025.

The NRC staff will address the comments received during the public comment period as part of the license review of CPS. The NRC staff will include an analysis of comments in NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 63, Regarding Clinton Power Station, Unit 1, Final Report.
