SUMMARY

OF JUNE 17, 2025, PUBLIC OBSERVATION MEETING WITH VISTRA OPERATIONS COMPANY LLC ON PROPOSED ALTERNATIVE FOR CONTAINMENT MOISTURE BARRIER INSERVICE INSPECTION FOR COMANCHE PEAK NUCLEAR POWER PLANT, UNIT NOS. 1 AND 2 (EPID L-2025-LLR-0044)

On June 17, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a public observation virtual meeting with Vistra Operations Company LLC (the licensee). The purpose of the meeting was to discuss the licensees proposed Alternative Request CP-ISI-2025-3, which requests authorization to perform alternate inservice inspection activities for the containment inaccessible moisture barrier at Comanche Peak Nuclear Power Plant, Units No. 1 and 2.

Specifically, the licensee proposed to perform visual inspection of the protective cap to evaluate the acceptability of the inaccessible moisture barrier due to the hardship associated with removing the protective cap. The licensees submittal, dated April 16, 2025, along with a supporting attachment, is available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25106A319. The meeting notice and agenda were issued on June 5, 2025 (ML25168A209).1 The licensee provided presentation slides (ML25168A130). Enclosed is a list of attendees at the meeting.

During the meeting, the NRC staff and the licensee discussed operational experience from the inspection of the moisture barrier cap, the inspection criteria, and the licensees response to the identification of degradation of the moisture barrier cap. The NRC staff and the licensee discussed a proposed supplement to the request to address the following:

1. Clarify the hardship without a compensating increase in quality and safety in the Description of Basis for Use section of the proposed alternative to inspecting the inaccessible moisture barrier, including providing a summary of operating experience and corrective actions from the inspection of the protective cap.
2. The reason for the request (i.e. the actual hardship), is discussed in the Description of Basis for Use section, not the Reason for Request section of the proposed alternative.

This information might be relocated for clarity.

3. Augment the Brief Description of Proposed Alternative section with relevant details from the slide presentation and clarify how any identified water damage will be evaluated 1 The meeting notice was updated in the NRC public meeting notification system to add the presentation to the meeting notice. This changed the meeting notice date to June 17, 2025, in ADAMS.

and addressed, including removal of the protective cap if necessary to inspect the underlying moisture barrier.

The licensee stated that its goal was to submit a supplement by July 17, 2025. The NRC staff indicated that a supplement by this date would support its review schedule.

The NRC staff did not make any regulatory decisions at the meeting. Members of the public were not in attendance. Public Meeting Feedback forms were not received.
