CP-ISI-2025-3 Brief Description of Proposed Alternative

The following alternatives are proposed in lieu of the required examination coverage of essentially 100 percent of the moisture barrier:

1.

Visually inspect the cap material on a once per period basis and in areas where degradation has occurred inspect the accessible area of the moisture barrier.

2.

Implement work orders to repair degraded areas of the protective cover within one cycle of discovery.

Proposed Duration of Alternative (in terms of ISI/IST Program Interval with Start and End Dates):

This proposed alternative, upon approval, will be applied through the end of the 4th CISI Interval, September 9, 2031.

Applicable ASME Code Requirements Table IWE-2500-1, Examination Category E-A, Item No. E1.31 of the Code, requires a General Visual Inspection of 100% of the accessible moisture barrier materials.

Applicable American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPV Code),

or ASME Operation and Maintenanceof Nuclear Power Plants (OM Code), Edition and Addenda American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC),Section XI, 2019 Edition.

Current ISI or IST Program Interval Number and Start/End Dates CISI Program Fourth Interval Start Date: September 10, 2021 End Date: September 9, 2031 Applicable ASME Code Components and/or System Description Moisture Barrier, examination category E-A, Item Number E1.31.

Reason for Request===

Pursuant to 10 CFR 50.55a, Codes and standards, paragraph (z), Alternatives to codes and standards requirements, item (2), VISTRA Operations Co. LLC (Vistra OpCo) is providing this proposed alternative to inspecting the inaccessible moisture barrier due to a hardship without a compensating increase in quality and safety.

Description of Basis for Use The design configuration restrictions of the subject component make the Code required examination coverage for the moisture barrier impractical. A complete removal and replacement of the protective cap every period would be needed to allow for complete examination coverage of the moisture barrier to meet the Code requirements. Removal and replacement of the protective cap each inspection period would cause considerable burden and potential damage to the moisture barrier.
