Dear Sir or Madam:

This submission addresses section V.2.a.viii of the NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY, CENTER FOR NEUTRON RESEARCH - CONFIRMATORY ORDER (CO), EA 21-148, August 1, 2022. Specifically:

V.2.a.viii. Within 12 months of completing the second assessment, the consultant will conduct a third assessment to ensure long term sustainability and effectiveness of the identified recommendations and corrective actions. Within 30 days of receiving the report, NCNR will submit a copy of the third assessment report to the NRC.

The NIST Center for Neutron Research conducted its third independent nuclear safety culture assessment between March 10, 2025, and May 30, 2025. The associated report presents the results of the assessment and includes 19 positive observations (PO) and areas of strength (AOS) and outlines 14 areas for improvement (AFI) and areas in need of attention (ANA) that will be addressed as part of the Integrated Performance Improvement Plan (IPIP). For details on the IPIP development process, refer to the letter submitted to NRC on January 23, 2024,
