SUMMARY

OF JUNE 18, 2025, CLOSED TELECONFERENCE WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING LICENSE AMENDMENT AND EXEMPTION REQUESTS FOR DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2, EARLY WARNING SYSTEM (EPID L-2024-LLA-0048 AND EPID L-2024-LLE-0016)

On June 18, 2025, the U.S. Nuclear Regulatory Commission (NRC) staff held a closed meeting with representatives of Pacific Gas and Electric Company (the licensee). The purpose of the meeting was to discuss the NRC staff's review of license amendment and exemption requests for the security early warning system (EWS) at Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon) (Agencywide Documents Access and Management System (ADAMS)

Accession Nos. ML24108A112 and ML24108A113). By letter dated February 4, 2025 (ML25035A319), the licensee provided a response to the NRC staffs request for additional information dated December 5, 2024 (ML24318C482).

The meeting was closed to public participation due to the discussion of security-related information. The meeting notice and agenda dated June 2, 2025, are publicly available (ML25153A424). A list of attendees is enclosed. Before the meeting, the NRC staff provided talking points to the licensee to facilitate meeting discussions (ML25142A258; not publicly available, security-related information).

During the meeting, the NRC staff discussed the status of its review for the licensees two EWS-related licensing actions. The NRC staff and the licensees representatives discussed the previously provided talking points. Licensee representatives verbally described security measures related to the talking points. The licensee plans to submit a written description of the security measures that were discussed to the NRC within the next couple of weeks. The NRC staff intends to use the supplemental information to complete its technical evaluations.

After the meeting, the licensee provided a draft response to the talking points (ML25178A001; not publicly available, security-related information). The NRC staff indicated that it had no additional questions. The licensee plans to provide the supplemental information on the docket.

No regulatory decisions were made at the meeting.
