Dear Scott Hunnewell:

By letters dated April 28, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25118A209) and May 20, 2025 (ADAMS Accession No. ML25140A063), Tennessee Valley Authority (TVA), submitted to the U.S. Nuclear Regulatory Commission (NRC) pursuant to Part 50 of Title 10 of the Code of Federal Regulations (10 CFR),

Domestic Licensing of Production and Utilization Facilities, an application for a construction permit (CP) for the Clinch River Nuclear (CRN) Site. In support of the application and in accordance with 10 CFR Part 51, Environmental Protection Regulations for Domestic Licensing and Related Regulatory Functions, TVA submitted an environmental report.

The NRC has prepared a Notice of Intent (NOI) advising the public that the NRC intends to prepare a supplement to the early site permit (ESP) environmental impact statement (EIS) to evaluate the environmental impacts of the CP application for the CRN Site. Enclosed is a copy of the NOI, which has been forwarded to the Office of the Federal Register for publication.

Consistent with 10 CFR 51.92(d), the NRC staff will not conduct scoping for the supplement to the EIS prepared for the ESP at the CRN Site.
