Submission of Global Laser Enrichment Environmental Report for the Paducah Laser Enrichment Facility, Revision 0, dated December 31, 2024 Submission of Global Laser Enrichment Supplemental Environmental Report for the Paducah Laser Enrichment Facility, Revision 1, dated April 7, 2025 In accordance with Title 10 Code of Federal Regulations (10 CFR) Sections 70.5(a)
Communications, and 70.21(h) Filing, and 51.60(a) Environmental report - materials licenses, Global Laser Enrichment LLC (GLE) hereby submits a revision to the Environmental Report (ER) that supports the application to be submitted to possess and use special nuclear material in the Paducah Laser Enrichment Facility (PLEF).
Summary of this Submittal As part of the GLE PLEF License Application, an Environmental Report was submitted to the NRC via ADAMS on December 30, 2024. As discussed with NRC, GLE had ongoing studies that
Page 2 of 4 REGS-PLEF-NRC-LTR-1000031 were being compiled for the GLE PLEF ER. The supplemental studies and data were submitted to NRC on March 30, 2024, and included updated groundwater, geotechnical, hydrogeological results, and agency correspondence. In addition, GLE received NRC observations based on their preliminary review of the GLE PLEF ER. GLE is submitting ER Rev 2 which incorporates supplemental studies and updates based on NRC observations.
GLE PLEF ER Rev 2 incorporates the various updates and supplemental information into a consolidated document. The following document(s) are enclosed with this letter:
Environmental Report for the Paducah Laser Enrichment Facility as required by 10 CFR 70.21(h) and 51.60(a), is considered Non-Proprietary, and reflects guidance provided in NUREG-1748, Environmental Review Guidance for Licensing Actions Associated with NMSS Programs, dated August 2003.

make the following representations that to the best of my knowledge and belief:
- 1. GLE wishes to have withheld from public disclosure the following document(s):
Enclosure (3): Private Benefits and Costs of Proposed GLE Facility information (Appendix Q)
- 2. The information contained in the document cited in 1 above for which exemption from public disclosure is requested is company proprietary information. GLE requests that this information be exempt from disclosure pursuant to the provisions in 1 0 CFR Part 2.390(a)(4).
- 3. Public disclosure of the information in the above enclosure to this submittal has the potential to result in substantial harm to the competitive position of GLE, provide valuable business information to competitors of GLE which they could duplicate without having to expend their own resources to develop, and reduce or foreclose the availability of profit opportunities.
- 4. The information stated in this affidavit has been submitted in accordance with the applicable parts of 10 CFR 2.390 and the guidance contained in NUREG-1556, Vol. 20, Appendix F.
