AUTHORIZATION FOR AMERICAN CENTRIFUGE OPERATING, LLC TO CONTINUE PRODUCING HIGH-ASSAY LOW-ENRICHED URANIUM AT THE AMERICAN CENTRIFUGE PLANT IN PIKETON, OHIO
Dear Matthew Snider:
This letter confirms the Nuclear Regulatory Commissions (NRCs) authorization for American Centrifuge Operating, LLC (ACO) to possess high-assay low-enriched uranium (HALEU) up to the current approved limits described in ACOs license for the American Centrifuge Plant, SNM-2011, and beyond the limits in Amendment 13 to SNM-2011 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21138A826) issued on June 11, 2021.
On September 20, 2024, as part of Amendment 24 to SNM-2011 (ML24068A189), ACOs HALEU possession limits were increased, subject to new License Condition 30, which states:
ACO shall establish and maintain a Vehicle Barrier System in accordance with Section 3.7 of SP-3605-0042. Additionally, ACO shall not produce more than the authorized possession limits beyond those approved on June 11, 2021, until such time that the additional physical security measures have been installed and NRC has confirmed they meet the new commitments described within Section 3.7 of SP-3605-0042. Upon a successful NRC validation, ACO will be authorized to continue production efforts up to the authorized possession limits described in SNM-2011.
On December 11, 2024, the NRC issued Amendment 26 to SNM-2011 (ML24324A356) in which it approved ACOs commitments and descriptions for a vehicle barrier system (VBS) and an additional fissile material storage area (FMSA). The purpose of the additional FMSA is to store HALEU product.
On May 13-14, 2025, the NRC walked down ACOs newly installed VBS and FMSA and confirmed in an inspection report issued on June 11, 2025 (ML25162A058 and ML25162A049, non-public), that ACO has met the commitments described in ACOs SP-3605-0042 Security Plan for the Physical Protection of Special Nuclear Material at the American Centrifuge Plant.
Therefore, the NRC authorizes ACO to possess HALEU above the amount approved on June 11, 2021, up to the current approved limits in SNM-2011.
