OF JUNE 4, 2025, PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS A REQUEST FOR ADDITIONAL INFORMATION CONCERNING LICENSE AMENDMENT REQUEST TO ADOPT WESTINGHOUSE THERMAL DESIGN PROCEDURE TOPICAL REPORT WCAP-18240-P-A FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2025-LLA-0015)
On June 4, 2025, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (APS, the licensee) to address questions concerning a request for additional information (RAI) regarding a license amendment request (LAR) to revise Palo Verde Nuclear Generating Station, Units 1, 2, and 3 Technical Specification (TS) 5.6.5.b in TS section 5.6.5, Core Operating Limits Report (COLR), to add Westinghouse topical report (TR) WCAP-18240-P-A Westinghouse Thermal Design Procedure (WTDP). The RAI is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML25140A162. The meeting notice and agenda, dated June 3, 2025, are available in ADAMS at Accession No. ML25154A141. A list of attendees is provided in the enclosure.
During the meeting, NRC and APS staff exchanged clarifying information to address questions pertaining to Westinghouse topical report (TR) WCAP-18240-P-A, and the fuel failure calculation for the loss of flow (LOF) event using the statistical method described in NRC-approved TR CENPD-183-A. The exchange of information in the meeting was productive and will assist both NRC and APS staff to more efficiently and thoroughly address the subject LAR.
Members of the public were not in attendance. No regulatory decisions or commitments were made at the meeting. Public Meeting Feedback forms were not received.
