Dear Recipients:
Solely as Trustee for the Cimarron Environmental Response Trust (CERT), Environmental Properties Management LLC (EPM) requests herein Oklahoma Department of Environmental Quality (DEQ) approval of a groundwater remediation plan for the Cimarron site.
Oklahoma Administrative Code 252:611-5-1(b) states, Any person proposing a remediation project relating to ground water or required to undertake such a project by DEQ is required to obtain prior approval by DEQ of a site assessment plan and remediation plan. EPM has gone through a multi-year process of revising a decommissioning plan for the Cimarron site. On December 20, 2024, the U. S.
Nuclear Regulatory Commission (NRC) issued Special Nuclear Materials License SNM-928, Amendment 22, which included authorization to remediate the site in accordance with the October 17, 2022, Facility Decommissioning Plan - Rev 3 (D-Plan).
EPM requests DEQs formal approval to execute the remediation plan as detailed in Chapter 8 of the D-Plan.
