NRC Presentation to WGHOF Task Group on Human and Organizational Factors of SMRs The NRC staff presented to the WGHOF Task Group on Human and Organizational Factors of Small Modular Reactors (SMRs), focusing on minimum control room staffing requirements. The presentation covered relevant regulations (10 CFR 50.54(m)), post-TMI-2 requirements (NUREG-0737), and guidance documents (RG 1.8/ANS-3.1, DRO-ISG-2023-02). The staff explained NRC staffing requirements for current US nuclear power plants, including per-shift minimums and the role of the Shift Technical Advisor. A case study on the approved Nuscale staffing plan (3 operators for up to 12 units) illustrated flexibility in applying human factors engineering. The discussion also included proposed draft staffing requirements for advanced reactors and the importance of Human Factors Engineering in assessing staffing adequacy.
