MAY 20, 2025 This memorandum accompanies a summary of the 41st meeting of the Agencywide Documents Access and Management System (ADAMS) User Group. This public meeting took place virtually on Tuesday, May 20, 2025, through the Public Document Room of the U.S. Nuclear Regulatory Commission.

Title:

Agencywide Documents Access and Management System (ADAMS) User Group Meeting Meeting Identifier: ADAMS Accession No. ML25120A356 Date of Meeting: Tuesday, May 20, 2025 Location: Microsoft Teams Web Conference Type of Meeting: Category 3 Purpose of the Meeting(s): To discuss issues related to public access to ADAMS, in particular the recent release of version 1.1.0 of the ADAMS Public Search (APS) application.

Welcome and overview of Public Document Room contact information:

Anne Goel (Nuclear Regulatory Commission, Office of the Chief Information Officer, Data, Information Management and Enterprise Governance Division) welcomed everyone to the ADAMS User Group meeting.

In addition to the NRC Library Team, staff and contractors from Office of the Chief Information Officer, IT Services Development and Operations Division were in attendance as well as six other NRC staff and approximately 52 members of the public, representing a variety of organizations.

A reminder about various methods of contacting the Public Document Room (PDR) for any questions about ADAMS was provided and the displayed slide contained the phone numbers and email address for the PDR.

ADAMS Public Search (APS) version 1.1.0 was released four weeks ago and this meeting is being held to go through the improvements and bug fixes related to the release and to obtain additional public user feedback.

ADAMS Public Search release 1.1.0 details (improvements and bug fixes) and demonstration:

4 The IT Services Development and Operations Division contractor covered the material on slides 3 and 4 for APS Release 1.1.0 Improvements and APS Release 1.1.0 Bug Fixes. Live demonstrations in the ADAMS Public Search application of this material were performed.

Improvements covered:

1. Added Tool Tip for Date Added & Document Date Facets in search results.
2. Fixed column width for Document Title Field and Docket Number Field (External User Feedback).
3. Made the full type-ahead (search suggestions) visible when you hover over them.
4. Changed the property name "Title" to "Document Title".
5. Added different icon colors for Packages, Documents, and Legacy items in search results.
6. Added a feature to search docket number using last three digits.

Bug Fixes covered:

1. Fixed the Facet issue regarding document date filtering to show all months and days relative to search results.
2. Fixed "Starts with" searches with more than 50 characters to return relevant results.
3. Fixed wildcard search issue to provide correct results when searching using wildcard character *
4. Fixed the issue wherein Date Added facet is not refreshing when user toggles between different Quick Searches options.
5. Fixed the issue to bring back relevant results when using "regulatory information tracking system" OR RITS in search query.

ADAMS Public Search public user feedback/queries:

IT Services Development and Operations Division staff continued the meeting by addressing public feedback received since the release of APS 1.1.0. These questions and NRC responses can be found on slides 5-9 of the meeting slides.

Next on the horizon for ADAMS Public Search:

Application programming interface (API) development for use with APS.

Tentatively scheduled for release in the first quarter of FY2026 (October-December 2025).

News about the release of the API will be shared on the APS home page, via email to the ADAMS User Group listserv, and on the NRC public page about ADAMS.

User acceptance feedback will be gathered for 2-3 months following the release.

The existing ADAMS API will continue to be available for several months following the release of the new API and will be decommissioned after the new API has been actively adopted and used by the public community.

Questions from the ADAMS User Group:

Several questions were asked by the user group throughout the meeting, both in the Microsoft Teams chat feature and through use of the Microsoft Teams microphone function. A summary of the questions and responses is as follows:

5 Q: Can a key to the icons used in APS search results (e.g. icons for Properties, Legacy properties, Package properties, etc.) be included in the User Guide? This would aid mobile device users because the hover text for these icons does not work on mobile devices.

A: Yes, we will work to add this information to the User Guide.

Q: Can I enter a plant or facility name into the Docket Number property in Advanced Search and the system will know which docket number to search for? Suggestion to add a tool tip note next to the Docket Number field to direct user to the Docket Number Reference link.

A: No, the Docket Number property can only be used for searching for numerical docket number. Improvement #6 mentioned in this meeting did create the ability to search the Docket Number field by partial docket numbers (e.g. the last three digits of a docket number). To locate docket numbers based on plant or facility names, users can click on the Docket Number Reference link in the Help & Info section of APS. We will look into adding the suggested tool tip.

Q: What is the deadline to provide feedback on APS before Web-Based ADAMS (WBA) will be decommissioned.

A: There is no set deadline. Feedback can be provided to the Public Document Room at any time. However, NRC does plan to decommission WBA before the end of FY2025 (September 30, 2025).

Q: Can the Document Title filed in the APS search results page be word-wrapped instead of truncated?

A: The Document Title field is truncated to 110 characters because some titles are extremely long and would take up too much space on the page if they were word-wrapped. Instead, there is a hover feature that displays the full Document Title.

Q: Not all SECY documents list the SECY number in the Document Report Number field.

A: This is an ADAMS indexing issue because the Document Report Number field is not a required field when uploading documents to ADAMS. If the user can provide a list of SECY documents that are missing information in this field, the ADAMS team can work to populate the field. Update since the May 20, 2025, meeting: ADAMS staff have compiled a report of all SECY documents with empty Document Report Number fields and will work to get the fields populated but this will take some time.

Q: Are you open to improvement suggestions on the upcoming new API?

A: Yes, please send any suggestions to the Public Document Room.

Q: The timestamp data is not found in the Date Added property, as it is in Web-Based ADAMS. Can this be added to assist with knowing exactly when new documents have been added? Without this, it is not possible to sort documents chronologically and this data may have legal or other practical significance. [Note this feedback was ingested following the February 27, 2025 meeting but was not mentioned in todays (May 20) meeting so the question was repeated.]

A: This item is still on the backlog for a future release.

6 Q: Why are there no negative search operators available when using the Advanced Search. For example, there is no not contains operator or not starts with or not equals. A: This item is still on the backlog for a future release.

Q: How can I access the non-public documents I am qualified to view based on my certificate?

A: It was determined that the question pertains to a different systemthe Electronic Hearing Docket (EHD). You cannot view these types of documents in APS but can still view them in EHD, although the EHD is also undergoing a separate system update this year.

Q: Why are their missing SECY papers on the NRC public site page at https://www.nrc.gov/reading-rm/doc-collections/commission/secys/index.html user provided a list of SECY numbers ahead of the meeting). Suggestion to add a listing of the non-public SECYs with a notation that they are non-public to alleviate confusion about whether they exist.

A: This question was received via the PDR ahead of the meeting and is presently being researched. SECY has tentatively responded, saying that most of the SECY numbers provided are non-public and that is why they are not listed. We will take the suggestion back to SECY to ask that they still provide a listing for the papers without links to the actual documents.

Q: Searching for a document, such as a SECY document using the SECY number, in the Search Terms box often gives an overwhelming number of imprecise results. Can you add a function where a user can request to run a precise search?

A: APS was developed to be Google-like and use fuzzy logic to retrieve a wide-ranging results set. To be precise in searching, users can enclose search terms, such as SECY numbers, in quotation marks or make use of the Advanced Search properties, while, at the same time, understanding that ADAMS indexing limitations may sometimes affect the outcome of property-based searches.

Q: How can someone who is new to searching ADAMS get help and know how to start a search?

A: Reach out to the Public Document Room for one-on-on assistance and review the APS User Guide, linked to from the Help & Info section of APS. We also hope to release video tutorials for frequently used APS functions in the future.

Closing remarks and adjournment:

NRC encourages the continued use of APS versus Web-Based ADAMS and will continue to accept public feedback on the new application and make improvements as is practicable. A reminder of the Public Document Room comment form and about joining the ADAMS User Group email listserv was provided. NRC plans to hold another ADAMS User Group meeting sometime in the Fall of 2025.
