In accordance with 10 Code ofFederal Regulations (CFR) 70.32(c)(2)(ii), American Centrifuge Operating, LLC (ACO) hereby submits to the U.S. Nuclear Regulatory Commission a description of change for the Fundamental Nuclear Material Control Plan for the American Centrifuge Plant (NR-3605-0005) and Addendum I of the Fundamental Nuclear Material Control Plan for the American Centrifuge Plant - HALEU Demonstration (NR-3605-0005B) as Enclosure 1 of this letter.
The changes noted in Enclosure 1 have been reviewed in accordance with 10 CFR 70.32 and have been determined not to decrease the effectiveness of the Fundamental Nuclear Material Control Plan.

Revised LA-3605-0003A to update Item Relied on For Safety (IROFS) controls. Revised NR-3605-0005B to no longer prohibit special nuclear material from foreign facilities. Revised LA-3605-0003AG to append IROFS wording; clarify design basis fire exemption for riser piping; correct formatting of Safety Function for IROFS; add new IROFS to support centrifuge movement; clarify portable item spacing exemptions; update credited barrier summaries for Events 5.2.1 thru 5.2. 13, 5.2.16 thru 5.2.25, 5.2.27, and 5.2.28; add new credited barrier summary in Table G-2-1; add three NCSEs to the references; made formatting changes; remove unneeded blank pages; and correct a typographical error in ANSI Nl4. I. Revised LA-3605-0002 to no longer prohibit UF6 feed from non-US origin.
