NRC Transmittal of the Acceptance Review Determination for the Pressurized Water Reactor Owners Group Topical Report WCAP-15987-NP, Supplement 1 to Revision 2, Technical Basis for Extending the Dye Penetrant Examination Frequency for the Embedded Flaw Process for Repair of Reactor Vessel Head Penetration.

Dear Mr. Olinski,

Attached you will find the U.S. Nuclear Regulatory Commission (NRC) completeness determination via NRC Form 898 for the Pressurized Water Reactor Owners Group Topical Report WCAP-15987-NP, Supplement 1 to Revision 2, Technical Basis for Extending the Dye Penetrant Examination Frequency for the Embedded Flaw Process for Repair of Reactor Vessel Head Penetration.

Based on the complexity of the review, the NRC review team has determined that an 18-month review schedule is appropriate. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review.

The review schedule milestones are as follows:

NRC staff plans to conduct a regulatory audit by August 2025 NRC staffs review of EPRIs expert panel data collection is expected by the Fall 2025 NRC staff plans to issue any requests for additional information by November 14, 2025 NRC plans to transmit the draft safety evaluation (SE) by March 30, 2026 This schedule takes into consideration NRCs current review priorities and available technical resources which may be subject to change. If modifications to these dates are deemed necessary, we will provide revisions/updates to this information. For the purposes of estimating resources and schedules, based on the information provided in your submittal, this topical report (TR) supplement review is unique because it is tied to the completion of the Electric Power Research Institute (EPRI) Expert Review Panels analysis associated with Factors of Improvement for Alloy 52/152 weld dilution crack growth rates. This type of contingency review is not expected to exceed the significant number of hours beyond a typical TR supplement review, but the timeline for completion is linked to EPRI review timelines and results.

At this time, the NRC staff has not identified any clear precedents. The staffs best estimate to review this TR supplement is 250 hours0.00289 days <br />0.0694 hours <br />4.133598e-4 weeks <br />9.5125e-5 months <br />. To support a more efficient review process, the NRC is setting a goal of a 15 percent improvement in timeliness and resources. Accordingly, our estimate for this review is 150 technical and 100 licensing hours within an 18-month review timeframe. This schedule is based on the EPRI Expert Panel

2 completing its data scoring work in the fall of 2025. The NRC staff will then have time to assess the Expert Panels data and determine if any remaining issues need to be resolved. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and the estimates are subject to change, due to several factors including requests for additional information, and unanticipated addition of scope to the review.

Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.

As is the case for all topical reports, after the technical review phase is complete, the SE will be reviewed by the NRCs Office of the General Counsel (OGC) to determine if there is no legal objection and a legal review is performed to determine if the topical report falls within the scope of the Congressional Review Act (CRA). The Office of the Advisory Committee on Reactor Safeguards may also request a review of the TR and the draft SE which could impact the schedule for the issuance of the final SE.
