Enclosed is export license application XSNM3852 which was accepted for review by the U.S.
Nuclear Regulatory Commission on May 20, 2025. In this export license application, Framatome Inc. is requesting to export 30,000 kilograms (kgs) of uranium, enriched up to 4.15%, containing up to 1,245 kgs of uranium-235 in the form of enriched fuel assemblies to Japan for use as reload fuel at Takahama Power Station, Unit 3 and Unit 4. Please note that while the material is of Russian origin and was enriched there, it does not carry Russian obligations.
Assurances from Japan that the material will be subject to all the terms and conditions of an agreement for cooperation are required. Your assistance in obtaining the necessary assurances will be appreciated. Please contact the Licensing Officer, Lara Garrity (Lara.Garrity@nrc.gov),
