PERRY NUCLEAR POWER PLANT, UNIT 1 - SAFETY EVALUATION FOR THE LICENSE RENEWAL APPLICATION (EPID NO. L-2023-RNW-0002)
Dear Rod L. Penfield:
By letter dated July 3, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No.ML23184A081), Energy Harbor Nuclear Corporation submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for renewal of Facility Operating License No. NFP-58 for Perry Nuclear Power Plant, Unit 1 (Perry), pursuant to Title 10 of the Code of Federal Regulations Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants. Effective March 1, 2024, the facility operating license for Perry was transferred from Energy Harbor Nuclear Generation LLC (owner) and Energy Harbor Nuclear Corporation (operator) to Energy Harbor Nuclear Generation (owner) and Vistra Operations Company LLC (operator) (ML24057A092). Upon the completion of this license transfer, Vistra Operations Company LLC (Vistra or the applicant) assumed the responsibility for all licensing actions under NRC review at the time of the transfer and requested that the NRC continue its review of those actions (ML24054A498). Energy Harbor Nuclear Corporation and Vistra further supplemented the Perry license renewal application (LRA) by letters dated June 27, 2024 (ML24180A010), July 24, 2024 (ML24206A150), August 7, 2024 (ML24220A270), September 5, 2024 (ML24249A123), October 21, 2024 (ML24295A352), November 8, 2024 (ML24312A368),
December 19, 2024 (ML24354A265), January 27, 2025 (ML25027A327), and April 22, 2025 (ML25112A167).
The NRC staff determined that the Perry LRA was complete and acceptable for docketing as communicated by letter dated September 22, 2023 (ML23256A359) and noticed in the Federal Register on September 29, 2023 (88 FR 67373).
The NRC staff has reviewed the Perry LRA and has developed the enclosed Safety Evaluation Related to the License Renewal of Perry Nuclear Power Plant, Unit 1, hereinafter referred to as the Safety Evaluation (SE). The SE reflects the NRC staffs safety review of the LRA, as supplemented, through January 27, 2025.
The next milestone for this project is the Advisory Committee on Reactor Safeguards Full Committee meeting.
