OF MAY 16, 2025, PHONE CALL WITH TENNESSEE VALLEY AUTHORITY REGARDING POTENTIAL USE OF ALTERNATIVE RV-02 AT SEQUOYAH NUCLEAR PLANT, UNIT 2 On May 15, 2025, Tennessee Valley Authority (TVA or the licensee) notified me (the Division of Operating Reactor Licensing Project Manager for Sequoyah Nuclear Plant) of the potential need to use Alternative Request RV-02, which was authorized for use by the U.S. Nuclear Regulatory Commission (NRC) on December 1, 2022 (ML22304A186). Alternative Request RV-02 allows the licensee to mechanically agitate certain pressure isolation valves in lieu of performing an American Society of Mechanical Engineers Code repair or replacement.
On March 6, 2025, the NRC approved Amendment Nos. 370 and 364 to the licenses for Sequoyah Nuclear Plant, Units 1 and 2, regarding Technical Specification 3.4.14, Reactor Coolant System (RCS) Pressure Isolation Valve (PIV) Leakage, Surveillance Requirement 3.4.14.1, which changed the surveillance frequency to be in accordance with the Inservice Testing Program (ML25027A314). In response to a request for additional information related to the amendments dated February 10, 2025, TVA stated that it will not apply either the existing or proposed revised Alternative Request RV-02 once submitted until the revised request is approved by the NRC (ML25041A301). Although the NRC staff included TVAs statement in its safety evaluation related to the amendments, it did not rely on the statement to support any safety findings.
Because it had stated that it would not use Alternative Request RV-02 until the revised Alternative Request RV-02 is approved by the NRC, TVA wanted to be transparent and inform the NRC staff of its planned use of the authorized version of Alternative Request RV-02 for certain safety injection (SI) check valves, which are included in Alternative RV-02, that were experiencing leakage. [Note: the NRC staff is currently reviewing revised Alternative Request RV-02.]
On May 16, 2025, the NRC staff held a Teams call with representatives from TVA regarding the circumstances at Sequoyah, Unit 2, and TVAs planned use of Alternative Request RV-02 for the SI check valves were experiencing leakage. TVA stated that it was not yet at a decision
point where it would know if it would have to use the alternative request, but if it decided it needed to use the alternative, it would notify me and follow up with a letter on the docket.
The NRC staff acknowledged that TVA is allowed to use Alternative Request RV-02 and that the staff does not need to provide any additional approval. The staff stated that, if needed, it would reference any letter from TVA regarding the matter and this call summary in the safety evaluation for the revised Alternative Request RV-02.
On May 18, TVA notified NRC staff that it has not and does not plan to use the alternative request to mechanically agitate any valves; however, if the status changes, TVA will notify the NRC staff.
