PSEG Nuclear LLC (PSEG) submitted a license amendment request (LAR) in May 2024 to Renewed Facility Operating License No. NPF-57 for Hope Creek Generating Station (HCGS) to revise Hope Creeks current Technical Specifications (CTS) to the Improved Technical Specifications (ITS) consistent with NUREG-1433, Revision 5, Standard Technical Specifications, General Electric BWR/4 Plants, (ISTS) (Reference 1). Supplements 1, 2, and 3 to the ITS Conversion LAR revised Enclosures 1 and 2 as identified in References 2, 3, and 4, respectively, to address licensee identified changes and to adopt ISTS generic change TSTF-597, Revision 0, Eliminate LCO 3.0.3 MODE 2 Requirement.
LR-N25-0040 10 CFR 50.90 Page 2 During the NRC review of the HCGS ITS Conversion LAR and associated supplements, the NRC provided PSEG with requests for additional information (RAI). This submittal incorporates changes to the ITS Conversion LAR as a result of the PSEG responses to the RAI.
contains the NRC staff RAI and the associated PSEG responses for each ITS section. Each RAI/response includes the NRC question, the PSEG response, proposed changes to information contained in the initial ITS Conversion LAR and associated supplements, supporting documentation as specified, and RAI closure documentation as of May 9, 2025.
Enclosures 1 and 2 consolidate all the ITS Conversion LAR changes from the RAI responses and the three ITS Conversion LAR supplements into a single revision. In addition, editorial changes are included Enclosure 2 Volumes 8 and 9. Attachment 13, ITS 3.3.6.2, Secondary Containment Isolation Instrumentation, of Volume 8 includes an editorial change to delete an unnecessary descriptor subsystem(s) in ITS 3.3.6.2, Required Actions C.2.1 and C.2.2., ITS 3.4.1, Recirculation Loops Operating, of Volume 9 revises the title of a Reactor Protection System instrument function to reflect the instrument function nomenclature used in ITS Table 3.3.1.1, Reactor Protection System Instrumentation.
Changes to the HCGS ITS Conversion LAR as a result of PSEG responses to NRC RAI and editorial changes are identified in the revised enclosures with a revision bar and an R1 designation. Changes to the HCGS ITS Conversion LAR that were provided in LAR Supplements 1, 2, and 3 are identified in the revised enclosures with a revision bar and an S designation followed by the LAR supplement number. These enclosures supersede and replace Enclosures 1 and 2 of the initial ITS Conversion LAR cited in Reference 1. Enclosures 3, 4, 5, 6, and 7 of the initial ITS Conversion LAR were not impacted by PSEG responses to the NRC RAI or the ITS Conversion LAR supplements, and therefore, are not included in ITS Conversion LAR Revision 1.
The following list of volumes of Enclosure 2 to the initial ITS Conversion LAR were not impacted by PSEG responses to the NRC RAI or the ITS Conversion LAR supplements, and as such, are not included in ITS Conversion LAR Revision 1:

PSEG has determined that the information provided in this revision does not alter the conclusions reached in the 10 CFR 50.92 no significant hazards determination previously submitted in Reference 1. In addition, the information provided in this revision does not affect the bases for concluding that neither an environmental impact statement nor an environmental assessment needs to be prepared in connection with the proposed amendment.
