SIGNIFICANT TREND EXAMPLES:

  • 71152 Hours: R1 hours associated with 71152A were an outlier compared to the other regions. Using IR 6, several sites were identified as exceeding the max hours for the sample. Discussed with TSAB BC and noted that the region had a lot of complex issues that were evaluated using 71152A. Also discussed potential impact of CBJ metric.

Provided the region with analysis of the sites that exceeded the metric. The TSAB will discuss the analysis with other BCs and potentially reach out to other regions to determine if there are a lesson learned with regards to charging to 71152A.

  • 71153 Findings: In 24Q1 there were 9 findings documented.

the following Regions had the following number of findings:

R1 (0), R2 (4), R3 (3), and R4(2). Between 2020 and 2023, the number of findings increased by 53% from 32 to 49.

Compared to the other regions, R4 had more than double the number of (Findings per unit). Findings per unit are as follows: R1 (1.27), R2 (1.31), R3 (1.13) and R4 (2.72). Findings are not applicable to 10 CFR 50.72 and 10 CFR 50.73.

SIGNIFICANT TREND EXAMPLES:

  • 71130.10 Findings: In 2024 findings decreased significantly from 2023. CY 2024 is the second biennial cycle of cyber inspections, and many licensees have a better understanding of the cyber requirements and also taking steps to strengthen the cyber program. Region 4 had more findings than other regions because some sites, not part of a fleet, tend to have more issues historically with their cyber program. Note that most of the data from the other regions for this quarter is still not available in RPS yet

PROGRAM IMPLEMENTATION ISSUE EXAMPLES:

  • 71111.01: Watts Bar integrated inspection report (2024001, ML24134A063 ) documented a finding within the adverse protection inspection procedure (71111.01). The finding was related to the barrier integrity cornerstone, the procedure is only applicable for initiating events and mitigating events cornerstone. Plan is to share with the BC/SRI for there awareness and submit a change to the inspection procedure to add barrier integrity.
  • 71111.05: Report missing Performance Deficiency statement.
  • 71111.13: Explore possibly cutting back on.13 samples and maintain.04 and.05 at current resource levels.

RECOMMENDATIONS:

  • Be aware of the trends in findings/violations and inspection hours charged. (themes: outliers in number of Findings, downward trend identifying Findings, and no Findings documented).
  • Utilize IMC 0611, Power Reactor Inspection Reports, as a guide to confirm IR written correctly.
  • Contact stakeholders to determine reason for trend
