Dear Mr. Blind,
Thank you for your email on April 25, 2025, communicating your concerns. The content shared in the Regulatory Information Conference (RIC) presentation that discussed the potential restarting of decommissioning reactors was not all created or commented on by U.S. Nuclear Regulatory Commission (NRC) staff. Slides that were not created by the NRC have the organizations/companys logos on the slides to identify who created the content. Content created by external groups was used during the presentation to provide a variety of perspectives related to the Palisades (and other) restart projects. The NRC does not approve the content of external organizations presentation material prior to the RIC. Any opinions, views, or comments expressed by these organizations were their own and do not reflect the views or positions of our agency. Therefore, the NRC does not plan to further address your requested remedies.
The NRC is focused on preserving transparency, neutrality, and public trust in the rulemaking process. The petition for rulemaking (PRM) process is a separate and independent avenue for members of the public to engage with the NRC on our regulations. The Palisades restart licensing review process and the PRM process are kept separate to ensure the integrity of each set of activities, as they are ongoing.
The NRC continues to evaluate your petition as PRM-50-125, Returning a Decommissioned Plant to Operating Status, and we will provide you with updates and inform you about the final resolution of the petition. You can also monitor the docket for your petition on the Federal rulemaking website, https://www.regulations.gov, by searching for Docket ID NRC-2024-0135.
