SUBJECT:
DIABLO CANYON POWER PLANT, UNITS 1 and 2 LICENSE RENEWAL APPLICATION By letter dated November 7, 2023, (ML23311A154), Pacific Gas and Electric Company submitted an application pursuant to 10 CFR Part 54, Requirements for Renewal of Operating Licenses for Nuclear Power Plants, to renew the operating license for Diablo Canyon Power Plant, Units 1 and 2. With close coordination and support from your staff in the Division of New and Renewed Licenses, we completed the inspections at Diablo Canyon Power Plant, Units 1 and 2 in accordance with the guidance in Inspection Manual Chapter 2516, Policy and Guidance for the License Renewal Inspection Program, Inspection Procedure 71002, License Renewal Inspection, and Inspection Procedure 71013, Site Inspection for Plants with a Timely Renewal Application. The NRC verified through inspections that the applicant has implemented the scoping and screening methodology and established aging management programs in conformance with the descriptions contained in the application for license renewal. The inspectors verified the acceptability of a sample of the existing and planned aging management programs. Further, the inspectors verified that the applicant provided the required documentation in an auditable and retrievable form. We documented the details of our license renewal inspections and results in the following Inspection Reports: (1) 05000275/2023011 (ML24008A244); (2) 05000323/ 2024011 (ML24184C184); (3) 05000275/2024012 and 05000323/2024012 (ML24213A074); (4) 05000275/2024013 and 05000323/2024013 ML24298A129); and (5) 05000323/2025011 (ML25070A022).
We determined that the applicants programs and activities related to the license renewal of Diablo Canyon Power Plant, have been or will be, completed in substantial agreement with docketed commitments and regulatory requirements. Within the above inspection scope, the applicant demonstrated the capability to manage the effects of aging during the period of extended operation. Therefore, we conclude that there is reasonable assurance that the applicants aging management programs provide an adequate foundation for renewing the license for Diablo Canyon Power Plant for an additional 20 years.
