SUMMARY

OF APRIL 22, 2025, CLOSED MEETING WITH PSEG NUCLEAR LLC REGARDING A PLANNED REVISION TO THE NUCLEAR CRITICALITY SAFETY ANALYSIS FOR FUEL STORAGE AT SALEM NUCLEAR GENERATING STATION, UNIT NOS. 1 AND 2 (EPID L-2025-LRM-0007)

On April 22, 2025, a closed preapplication meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives and contractors for PSEG Nuclear LLC (the licensee) via video conference. The purpose of the meeting was for the licensee to discuss a planned license amendment request to revise the Nuclear Criticality Safety analysis for fuel storage at Salem Nuclear Generating Stations, Unit Nos. 1 and 2. This meeting was a continuation of the March 6, 2025 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25078A327) closed pre-application meeting, with a focused discussion on the eccentric positioning of the fuel assemblies in the spent fuel pool storage cells.

The meeting notice and agenda are available in ADAMS under Accession No. ML25092A174. A list of attendees is enclosed. No new presentation slides were provided beyond those shared for the March 6, 2025, closed meeting (public ML25049A300; proprietary ML25049A302).

The licensee stated they will be analyzing four different storage configurations, one in Region I and three in Region II. They noted that an eccentric position analysis may not be provided for Region I due to the presence of a flux trap. The NRC staff recommended including sufficient justification and citing any relevant precedents to support this approach.

The licensee indicated they are applying Nuclear Energy Institute (NEI) Guidance 12-16, Revision 4, as endorsed, in part, by Regulatory Guide (RG) 1.240, to the application. The NRC staff reminded the licensee that RG 1.240 has a clarification/exception regarding NEI 12-16 guidance for eccentric positioning a focused discussion on the eccentric positioning of the fuel assemblies in the spent fuel pool storage cells analysis. The NRC staff also suggested the application explain the rationale for selecting the specific permutations. The explanation should support that these selections provide reasonable assurance that the analyzed combinations are either near bounding or represent the limiting case.
