SUMMARY
OF MARCH 31, 2025, PRE-APPLICATION MEETING WITH GLOBAL LASER ENRICHMENT, LLC FOR THE MANAGEMENT MEASURES FOR THE PADCUCAH LASER ENRICHMENT FACILITY IN MCCRACKEN COUNTY, KENTUCKY The staff of the U.S. Nuclear Regulatory Commission (NRC) conducted a closed hybrid meeting (in-person and virtual via Microsoft Teams) on March 31, 2025, from 9:00 a.m. to 10:00 a.m.
The purpose of the meeting was to discuss a draft license application (LA) chapter on management measures (MM) from Global Laser Enrichment, LLCs (GLE) planned commercial uranium enrichment facility to be located in Paducah, Kentucky, the Paducah Laser Enrichment Facility. GLE plans to remove NQA-1 commitments from their quality assurance (QA) plan that were previously included in their withdrawn Special Nuclear Material (SNM) 2019 license application, and they do not plan to use any sole items relied on for safety (IROFS). GLE clarified quality levels (QL)-1 are not planned to be used because they apply only to sole IROFS, QL-2 graded IROFS will be included in the integrated safety analysis (ISA) summary, and a third QL related to fire safety systems will be defined in the ISA.
GLE specified that there will not be a QA program plan separate from Chapter 11, but the application will include commitments to relevant QA requirements. GLE stated that the MM chapter would be revised to include applicability during design and construction.
