OF MARCH 13 AND 14, 2025, INFORMATION PUBLIC MEETING TO DISCUSS LESSONS LEARNED RELATED TO DIGITAL INSTRUMENTATION AND CONTROLS LICENSING ACTIVITIES On March 13 and 14, 2025, the U.S. Nuclear Regulatory Commission (NRC or the Commission) staff from the Office of Nuclear Reactor Regulation (NRR) held a public meeting to discuss with industry members and the Nuclear Energy Institute (NEI) lessons learned from licensing of digital instrumentation and control (DI&C) systems.

The meeting notice and agenda dated January 28, 2025, is located at Agencywide Documents Access and Management System (ADAMS) Accession No. ML25072A104. The NRC staffs presentations are available at ML25071A271, and NEIs presentations are available at ML25071A267. A list of meeting attendees is provided in the enclosure. The meeting began with opening remarks from the NRC an NEI. The NRC staff gave an overview of the purpose of the workshop and then presented a background on DI&C Interim Staff Guidance (ISG) DI&C-ISG-06 Licensing Process, Revision 2 (ML18269A259). The NRC staff discussed the Alternate Review Process (ARP) that is included in DI&C-ISG-06.

The next topic that was discussed was insights on lessons learned from licensing reviews presented by Sargent & Lundy. The presentation from Sargent & Lundy discussed the industry perspective on the guidance in DI&C-ISG-06 and provided a historical review of licensing actions competed using the guidance since it was issued. Key challenges and lessons learned were then presented.

H. González The next presentation was provided by Constellation Energy who provided a discussion of the ongoing review of a license amendment for DI&C upgrade at the Limerick Generating Station, Units 1 and 2 (Limerick). The presentation began with a description of the Limerick station.

Constellation then presented a summary of the license amendments submitted to support the planned digital modification. The presentation then discussed the lessons learned from the submittal license amendments.

The next presentation was provided by Dominion Energy to discuss planned DI&C projects at Surry and North Anna power stations. Dominion Energy provided an overview of the reasons the upgrades are planned as well as the scope of the planned changes at each station.

Subsequent to Dominion Energys presentation, Southern Nuclear similarly provided plans to pursue DI&C upgrades at the Harris and Hatch sites. That concluded the meeting on Thursday, March 13, 2025.

On Friday, March 14, 2025, Entergy gave a presentation related to a completed DI&C modification at Waterford 3. Entergy provided a summary of the upgrade and provided lessons learned from the licensing of the upgrade.

On Friday, March 14, 2025, the NRC staff gave a presentation on the staffs lessons learned from licensing actions using the guidance in DI&C-ISG-06. The NRC staff then presented lessons learned related to the review of DI&C amendments as they relate to human factors engineering, vendor inspections, and regional inspections. The NRC staff closed with the next steps for improving the guidance for reviewing DI&C licensing applications.

The meeting was then opened up for any comments or questions. A member of the public asked the NRC staff to describe the specific challenges that have been consistently encountered in reviewing licensing actions under DI&C-ISG-06, Revision 2, and how the NRC is ensuring that diverse perspectives, including those from different industry stakeholders, technical backgrounds, and underrepresented groups, are consider in refining future guidance to enhance both safety and efficiency. In response the NRC staff stated that a solicitation for comments is part of the process to issue guidance and that it holds public meetings such as this workshop. The NRC staff also mentioned that in addition to seeking stakeholder input during development of the guidance, the NRC staff publishes a solicitation for comments and hearing opportunities during license amendment reviews including those that adopt DI&C systems.
