CORRECTION OF ADMINISTRATIVE ERRORS TO RENEWED FACILITY OPERATING LICENSE R-33 FOR THE NEUTRON TEST REACTOR (L-2024-PMP-0012)
Dear Luke M. Self:
By order dated April 25, 2024 (Agencywide Documents Access and Management System (ADAMS) Package Accession No. ML24039A011), the U.S. Nuclear Regulatory Commission (NRC) staff approved the license transfer application dated September 1, 2023 (ADAMS Package Accession No. ML23244A247), submitted by GE-Hitachi Nuclear Energy Americas, LLC and NorthStar Vallecitos, LLC. The order approved the direct transfer of License Nos.
DPR-1, TR-1, R-33, and DR-10, as well as Special Nuclear Material License No. SNM-960, for the Vallecitos Nuclear Center from GE-Hitachi Nuclear Energy Americas, LLC to NorthStar Vallecitos, LLC. The order also approved draft conforming license amendments to reflect the transfer and to ensure the adequacy of the Nuclear Decommissioning Fund to provide decommissioning financial assurance for the licenses. A copy of the NRC staff safety evaluation (SE) related to the license transfer application was provided with the order.
The license transfer transaction closed on March 14, 2025. Accordingly, the NRC staff issued the amended licenses to reflect the subject direct license transfer (ADAMS Package Accession No. ML24053A060). NorthStar notified the NRC staff by e-mail on March 24, 2025 (ADAMS Package Accession No. ML25090A087) that Renewed Facility Operating License No. R-33 appeared to contain administrative errors. The e-mail attachment showed misnumbered license conditions.
NRC staff reviewed the original file and determined that inadvertent administrative errors were introduced in License Amendment No. 27 to Renewed Facility Operating License No. R-33.
The licensee did not request the changes in its application. In addition, the erroneous changes were neither addressed in the notice to the public nor reviewed by the NRC staff. Therefore, correction of the administrative errors is neither a change to the staffs determination of no significant hazards nor the conclusions in the staffs SE issued with the Order approving the transfer.

Accordingly, consistent with guidance (ADAMS Accession No. ML103260096) and Staff Requirements Memorandum dated December 17, 1996 (ADAMS Accession No. ML003754054), the administrative errors are corrected by this letter in lieu of an amendment to the license.
