- Morgan, Matt & I spoke and we generally support having the meetings on these topics.
We will work with our security reviewers to see if they can make the week of February 17th work, but since this is a discrete topic, we would propose breaking that out and only having the 2-3 reviewers travel down for that session.
For QA/MM, ISA and NCS, Matt is working to prepare a list of documents that would be helpful to have present for the most productive discussions, and we may be able to have those discussions virtually.
2 Do you and Tim have availability for a 30-minute Teams meeting on Tuesday, February 4 between 7AM-10AM or 3PM-5PM, Wednesday, February 5 7AM-10AM or Thursday, February 6th 7AM-9AM?

REQUEST FOR INFORMATION TO SUPPORT PRE-APPLICATION DISCUSSIONS WITH GLOBAL LASER ENRICHMENT, LLC REGARDING PHYSICAL SECURITY, INFORMATION SECURITY, TRANSPORTATION SECURITY AND ISA RELATED TOPICS The US Nuclear Regulatory Commission (NRC) staff requests Global Laser Enrichment, LLC (GLE) prepare draft supporting documents to facilitate meaningful pre-application discussions.
The requests for information are detailed below and arranged by technical review area. The NRC staff requests that the draft documents be posted on the GLE portal at least 2 weeks prior to the pre-application meeting for the relevant topic to allow the NRC staff time to prepare to discuss the draft documents.
GLE has requested pre-application meetings regarding license application (LA) chapters 8 (emergency management) and 11 (management measures), 3 [integrated safety analysis (ISA)], 5 (nuclear criticality safety), and 12 (material control & accounting), information security, transportation security and physical security.
The NRC staff has requested the following additional information be provided for each of the relevant technical review areas to support the most effective engagement.
- 1. Physical security Draft physical security plan; Confirmation that the facility will be Cat III [per the definitions of Title 10 of the Code of Federal Regulations (10 CFR) 73.2];
GLE Plan to transition to Cat II in the future; Anticipated possession limits and enrichment levels of special nuclear material (SNM);
Form(s) of the SNM (solid, liquid, gas, or combinations); and Identify additional NRC licensed material used on the site listed in 10 CFR Part 37 Appendix A.
- 2. Information Security Draft standard practice procedures plan (SPPP).
- 3. Transportation security Draft classified matter transport plan identifying point of origin(s) and destination(s).
Draft transport security plan(s) for any special nuclear material shipments in the future.
- 4. ISA and related LA sections:
Draft ISA summary (preferred);
If draft ISA Summary is not ready, a summary of methodology with representative example(s) of both demand and probabilistic failure scenarios; Description of hazard evaluation techniques; Description of methods to meet performance requirements of 10 CFR 70.61, and 70.64, specifically 70.64(b);
Scoring methodology for failure frequencies for items relied on for safety (IROFS);
Confirmation of lack of presence of sole IROFS or identification of sole IROFS; Definitions of unlikely, highly-unlikely, mitigated and unmitigated failure scenarios; Preliminary building design criteria (codes and standards); and
Definitions of how GLE plans to evaluate, score, and mitigate NPH events.
- 5. Nuclear criticality safety:
Draft nuclear criticality safety chapter (preferred);
Clearly describe planned enrichment limits; Planned changes to increase enrichment limit; Clarity regarding criticality program applicability for the entire facility or if different programs or controls may be applied to difference areas.
