OF THE SEVERE ACCIDENT MITIGATION ALTERNATIVES AND ENVIRONMENTAL AUDIT RELATED OF THE SUBSEQUENT LICENSE RENEWAL APPLICATION (EPID NUMBER: L-2024-SLE-0002) (DOCKET NUMBERS: 50-237 AND 50-249)

Dear Christopher D. Wilson:

An U.S. Nuclear Regulatory Commission (NRC or the staff) review team consisting of staff from the NRC and Pacific Northwest National Laboratory participated in a remote audit during the week of October 21, 2024, for Dresden Nuclear Power Station (Dresden), as part of the subsequent license renewal application environmental review. The goal of the audit was to gather information for the development of the Dresden Supplemental Environmental Impact Statement (SEIS), consistent with the Dresden audit plan (Agencywide Documents Access and Management System (ADAMS) ML24253A094). Persons who do not have access to ADAMS or who encounter problems in accessing the documents located in ADAMS should contact the NRC's Public Document Room staff at 800- 397-4209 (or 301-415-4737) or via email at pdr.resource@nrc.gov.

An entrance meeting was held on October 22, 2024, to introduce participants and discuss audit logistics. During the remainder of the audit, the NRC remote audit staff participated in smaller groups (breakout sessions) with Constellation Energy Generation, LLC (Constellation or the applicant) and Enercon Services, Inc. (Enercon) staff to address the audit needs identified in the audit plan. A separate Severe Accident Mitigation Alternatives (SAMA) breakout session took place earlier on September 30, 2024. In addition, an on-site audit was held at Dresden on December 12, 2024. Enclosure 1 to this letter provides a list of representatives from the NRC, Pacific Northwest National Laboratory (PNNL), the applicant, and Enercon who participated in the audits.

At the conclusion of the week of October 21, 2024, remote audit, the NRC staff summarized the status of the environmental review with PNNL, the applicant and Enercon representatives during a project managers meeting on October 29, 2024. The NRC staff held the project audit exit meeting with Constellation on March 19, 2025. Many of the NRCs questions identified in the audit plan and during the audit were answered through the conduct of the audit.

Those that were answered but would be needed to be used in the supplemental environmental impact statement (EIS) would be submitted by the applicant for docketing as (a) supplement to the application, (b) responses to requests for additional information (RAI), or (c) responses to requests for confirmation of information (RCI).

To resolve audit information needs, the NRC staff provided RCI/RAIs on December 26, 2024.

Draft versions of the RCI/RAIs were provided to the applicant on December 10, 2024 (ML24354A002) and on December 23, 2024 (ML24366A021), consistent with the Office of Nuclear Reactor Regulation Office Instruction LIC-115, Rev. 1 Processing Requests for Additional Information, (ML21141A238) to enhance the applicant understanding of staff requests and its ability to respond effectively. Constellation provided its response on February 3, 2025 (ML25034A157).
