SEND VIA EMAIL March 15, 2025 LR-E25-0004 EEP25002 National Marine Fisheries Service Greater Atlantic Regional Fisheries Office ATTN: Section 7 Coordinator 55 Great Republic Drive Gloucester, MA 01930 Nmfs.gar.incidental-take@noaa.gov SALEM AND HOPE CREEK GENERATING STATIONS BIOLOGICAL OPINION GAR 2020-02842 2024 ANNUAL REPORT OF INCIDENTAL TAKES The U.S. Nuclear Regulatory Commission (USNRC) and the National Marine Fisheries Service (NMFS) concluded formal consultation under Section 7 of the Endangered Species Act of 1973, as amended, on April 17, 2023, with NRCs issuance of a Biological Opinion for Continued Operations of Salem and Hope Creek Nuclear Generating Stations and Incidental Take Statement (ITS) to PSEG.

Pursuant to Terms and Conditions (T&C) #11, #25, and #36 of the ITS, this annual report is being provided to detail interactions with ESA listed species at the Salem and Hope Creek Generating Stations trash bars and traveling screens for the 2024 reporting year.

In accordance with T&C #11, #25, and #36 of the ITS, Table 1 summarizes the listed species interactions occurring at the Station as well as during required biological monitoring in the Delaware River for the 2024 reporting year. Table 2 provides information regarding the collection of sturgeon at the trash bars and the traveling screens. Sixteen Atlantic sturgeon were collected from the trash bars. One Atlantic sturgeon was collected during impingement sampling of the traveling screen wash water and is likely an isolated incident and cannot be extrapolated to estimate a total annual take. There were no additional sightings of sturgeon in the vicinity of the Station.

Table 3 provides information regarding sea turtle collections. A total of three Kemps ridley sea turtles were collected on the trash bars.

National Marine Fisheries Service 03/15/2025 LR-E25-0004 During the 2024 reporting year, there were no interactions with a listed ESA species during Radiological Effluent Monitoring Program (REMP) sampling. Table 4 is submitted in satisfaction of T&C #25 of the ITS.

During the 2024 reporting year, three Atlantic sturgeon and one shortnose sturgeon were collected during bottom trawl surveys and are summarized in Table 5 (T&C #36 of ITS). No other species identified in the ITS were collected during subsequent bottom trawls or beach seining surveys.

Table 6 of this report contains the records of trash rack inspection dates and times for the seven days prior to each take listed in Table 1. As demonstrated by these records, PSEG routinely inspects the trash bars at least once per shift.

PSEG submitted incident reports with sturgeon and sea turtle data reporting forms for each collection as specified in the ITS. The previously submitted reports contain additional detail and photographs for all collected specimens. No turtle necropsy reports were submitted per T&C 11 in 2024. The Brigantine Marine Mammal Standing Center was contacted after each turtle collection however all were in a state of decomposition and discarded appropriately per their request.

PSEG recently received information from NMFS on suitable facilities to submit collected sturgeon fin clips for genetic analysis in accordance with T&C #9, #20, and #30 of the ITS.

Requests have been made to these facilities to establish arrangements for processing the fin clips, and the details will be provided to NMFS once finalized.

PSEG confirms that we have renewed our arrangement with the Marine Mammal Stranding Center (MMSC) in Brigantine, New Jersey for 2025. PSEG will continue to rely upon the MMSC to provide any necessary assistance with the transport, evaluation, veterinary care, tagging and release of any future sea turtles recovered at the Station.

Current measures to reduce sea turtle and sturgeon impingement at the intake structure are being implemented under T&Cs #1, #3, and #6.
