Title:

The purpose of this meeting is to provide an opportunity for any clarifications which may be needed related to the materials presented in or the comments submitted on DG-1436 Acceptability of ASME Code Section III, Division 5 for High-Temperature Reactors, proposed Revision 3 of Regulatory Guide 1.87.
Summary of Presentations Ramón L. Gascot of the NRC staff opened the meeting, introducing himself as the facilitator. He provided an overview of the meeting logistics, participation guidelines, and agenda. Mr. Gascot outlined the purpose and type of the meeting before introducing Meraj Rahimi (NRC) for opening remarks.
Dr. Joseph Bass (NRC) delivered the first presentation, providing an overview of DG-1436. He highlighted key updates from the 2017 to 2023 ASME code editions, including 215 tracked code changes, the addition of composite material rules, the introduction of Appendix HBB-Z for constitutive models, the extension of Grade 91 material properties to 500,000 hours0 days <br />0 hours <br />0 weeks <br />0 months <br />, and the inclusion of new Code Cases (e.g., N-812-1, N-924, N-940).
Following the DG-1436 overview, Nuclear Energy Institute (NEI), which requested the public meeting, coordinated with various stakeholders to present key discussion topics requiring further clarification or revision.
Classification of NSRST SSCs: Jon Facemire (NEI) discussed concerns regarding the classification of Non-Safety-Related with Special Treatment (NSRST) Structures, Systems, and Components. He noted that NRCs language in DG-1436 implies potential re-evaluation of classifications, whereas industry argues that if NRC-approved methodologies (e.g., RG 1.233) are used, additional review should not be necessary.
Appendix HBB-Y (Design Data Needs for New Materials): Amanda Spalding (Westinghouse) addressed NRCs decision not to endorse Appendix HBB-Y in DG-1436. She emphasized its importance for material qualification in advanced reactors and requested a reconsideration. NRC staff explained their understanding that this nonmandatory appendix simply provides guidance on how to develop a data package to begin the Code process for developing design parameters for a new
material and requested industry to clarify what benefit an NRC review of HBB-Y would have for industry.
Table A-1: Jon Facemire (NEI) also commented on changes to Table A-1, which NEI believes imply an NRC preference for nuclear codes for NSRST SSCs. NEI contends that industrial codes with special treatments should be an option for NSRST applications.
Conditions on Code Case N-940: Suzanne McKillop (MPR) addressed NRCs imposition of six conditions on Code Case N-940, which provides alternative rules for non-destructive examination and testing. Ms. McKillop indicated agreement with three of the six conditions but questioned the staffs technical basis for the other three conditions.
Application of HAB-3220 and HAB (Graphite & Composite Core Components):
Annemarie Appleton (consultant) pointed out that NRC references certain deleted or inapplicable requirements (e.g., NCA-3220). She recommended aligning the guidance with Division 5, Subsection HA, Subpart B rules.
Closing Remarks:
No additional comments were raised during the open discussion session. Mr. Rahimi then closed the meeting, reminding participants that the public comment period for DG-1436 remains open until February 26, 2024.
