Purpose:

Agencies are required to authorize taxpayer-funded union time (TFUT) only in amounts that are reasonable, necessary, and in the public interest and to monitor its use to see that it is used efficiently. Each agency subject to chapter 71 of title 5, United States Code, must submit to the Acting OPM Director a report on the requirements set forth in the February 27, 2025 OPM memorandum.

1. Per U.S. Nuclear Regulatory Commission and National Treasury Employees Union Collective Bargaining Agreement (CBA), Article 53, "Union Access to NRC Facilities," there is no financial obligation for NTEU to reimburse NRC for usage of agency property. Per Article 53.1, Union Office Space, NTEU is allowed an enclosed office at Headquarters for its exclusive use. NRC also agrees to provide the HQ Union representatives, at a minimum, with a desk, table, a four or five drawer lockable file cabinet, a bookcase, four chairs, and one LAN printer. NRC agrees that each Union official shall be provided with a lockable desk or a lockable file cabinet. Union representatives in Regional locations are able to use thier private NRC-provided offices to conduct representational acitivity. This office will contain a desk, a lockable file cabinet, a bookcase, two charis, and a laptop docking station. 2. Travel costs were not incurred by NRC in FY24. 3. Union-related training costs were not incurred by NRC in FY24 (List the total dollar amount and type of any expenses the agency paid for activities conducted on taxpayer-funded union time, e.g., travel costs, reimbursements or payment for training, etc.)

Per Article 53, Union Access to NRC Facilities, the NRC has agreed to provide NTEU with enclosed office space, a lockable desk, table, four or five drawer lockable file cabinet, a bookcase, two to four chairs, a LAN printer, laptop docking station and usage of government telephones to communicate concerning labor relations matters. In addition at at the request of the Union and if available, the NRC may allow NTEU usage of official meeting space for labor relations and representational purposes. The Union may use NRC Computer Systems to communicate via e-mail for labor relations and representational purposes. The Agency provides the Union with an email account for its exclusive use.

The total amount of hours for FY23 = 5,371.25 and for FY24 was 5,299.25. The total cost for FY23 was $708,324.81 and for FY24 was $742,550.57. From FY23 to FY24 the Total Union cost increased by $34,225.76.
