UNIVERSITY OF ILLINOIS AT URBANA-CHAMPAIGN - SAFETY EVALUATION FOR TOPICAL REPORT RELATED TO FUEL QUALIFICATION METHODOLOGY (EPID: L-2024-NFN-0003)
Dear Dr. Brooks:
By letter dated March 11, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24071A237), the University of Illinois at Urbana-Champaign (UIUC) submitted the topical report (TR) University of Illinois Urbana-Champaign High Temperature Gas-cooled Research Reactor: Fuel Qualification Methodology, Release 1, for U.S. Nuclear Regulatory Commission (NRC) staff review. The NRC staff conducted a regulatory audit with UIUC to discuss NRC staff questions related to the UIUC TR (see audit report dated February 25, 2025 (ML25056A213)). In response to the audit, by letter dated December 12, 2024 (ML24347A211), UIUC submitted Release 2 of the TR.
The NRC staffs final safety evaluation (SE) for the TR, Release 2, is provided as Enclosure 1 to this letter. The SE contains proprietary information under Title 10 of the Code of Federal Regulations (10 CFR) Section 2.390, Public inspections, exemptions, requests for withholding, as well as export-controlled information (ECI). Enclosure 2 to this letter is a redacted version of the SE, which will be made publicly available.
The NRC staff provided UIUC with a draft of the SE for the purpose of identifying proprietary information and ECI on March 17, 2025 (ML25076A606). On March 27, 2025 (ML25086A191),
UIUC confirmed that the proprietary information and ECI in the draft SE were appropriately marked.
The NRC staff requests that UIUC publish an accepted version of the TR within 3 months of receipt of this letter. The accepted version shall incorporate this letter and the enclosed SE after the title page. The accepted version should include a "-A" (designating accepted) following the TR identifier. to this letter contains Proprietary and Export-Controlled Information. When separated from, this letter is DECONTROLLED.
