By order dated April 25, 2024 (Reference 1), the U.S. Nuclear Regulatory Commission (NRC) staff approved the license transfer application dated September 1, 2023 (Reference 2), submitted by GE-Hitachi Nuclear Energy Americas, LLC and NorthStar Vallecitos, LLC. The order approved the direct transfer of License Nos. DPR-1, TR-1, R-33, and DR-10, as well as Special Nuclear Material License No. SNM-960, for the Vallecitos Nuclear Center from GE-Hitachi Nuclear Energy Americas, LLC to NorthStar Vallecitos, LLC. The conforming license amendments related to the order approving the transfer of the Vallecitos Nuclear Center Licenses were approved on March 14, 2025 (Reference 3).
As a result of the completed license transfer, attached is a signed original Amendment No. 24 to Indemnity Agreement No. B-11 for the Vallecitos Nuclear Center.
This letter contains no new regulatory commitments.

B-11 AMENDMENT NO. 24 Effective March 14, 2025, Indemnity Agreement No. B-11 between GE-Hitachi Nuclear Energy Americas, LLC and the United States Nuclear Regulatory Commission, dated August 21, 1962, as amended, is hereby further amended as follows:
The name GE-Hitachi Nuclear Energy Americas LLC, is deleted wherever it appears in the indemnity agreement.
Item 1 of the Attachment to the indemnity agreement is modified as follows:
Item 1 - Licensee NorthStar Vallecitos, LLC Address 370 7th Avenue, Suite 1803 New York, NY 10001 In light of the above, Indemnity Agreement No. B-11 is between NorthStar Vallecitos, LLC, and the United States Nuclear Regulatory Commission.
