- a. This certificate is issued to certify that the package (packaging and contents) described in Item 5 below meets the applicable safety standards set forth in Title 10, Code of Federal Regulations, Part 71, Packaging and Transportation of Radioactive Material.
- b. This certificate does not relieve the consignor from compliance with any requirement of the regulations of the U.S. Department of Transportation or other applicable regulatory agencies, including the government of any country through or into which the package will be transported.

- 4. CONDITIONS This certificate is conditional upon fulfilling the requirements of 10 CFR Part 71, as applicable, and the conditions specified below.

Description HI-STAR 330 Package HI-STAR 330 is a transportation cask designed for transportation of radioactive non-fuel waste including reactor-related waste and hardware. The package consists of the HI-STAR 330 Cask fitted with one of two available types of waste packages (as presented in Table 7.1.2 of the application). Each waste package consists of a waste basket (if required) within a secondary container and the contents in Condition 5(b). Liner Tank (the secondary container) and Liner Tank Cassette (LTC) (the waste basket), collectively referred to as the secondary packaging, are configured according to the drawings in Condition 5(a)(3). The HI-STAR 330 Cask provides containment boundary, heat rejection, and gamma shielding. The secondary packaging provides supplemental gamma shielding. The outer dimensions of the HI-STAR 330 Packaging are approximately 200 long, 111 wide, and 155 high. The maximum gross weight of the loaded HI-STAR 330 package is approximately 260,000 pounds.
Packaging Body The HI-STAR 330 Cask is a rectangular-parallelepiped multi-layer steel-weldment with a removable closure lid secured by suitably pre-loaded bolts that thread into the upper flange to Holtec Letter 3155002

5.(a)(2) Description (continued) at the top of the main body of the cask. The outer surface of the cask containment boundary is buttressed with steel for gamma shielding. The primary seal is designed to ensure containment function. The containment system consists of the Closure Lid, Containment Wall Plates, Containment Baseplate, Top Flange, and pre-loaded bolts securing the closure lid to the top flange.
Secondary Containers There are two Liner Tank design variant waste packages. Liner Tanks are metallic rectangular parallelepiped weldments with bolted lids. Liner Tanks provide supplemental gamma shielding depending on the thickness of its shielding components. Liner Tank variants are identified by wall thicknesses, with greater wall thickness corresponding to increased overall shielding capacity. Liner Tanks have external dimensions of approximately 131 long, 52 wide, and 91 high.
Waste Baskets There are two optional Liner Tank Cassette (LTC) design variants each matched to a specific Liner Tank variant according to the drawings in Condition 5(a)(3) to make up the waste package. LTCs are rectangular metallic weldments that include a baseplate and a removable upper cover plate or lid. LTCs provide supplemental gamma shielding depending on the thickness of its shielding components.

Maximum Quantity of Material Per Package (a)
The following additional limitations apply based on secondary packaging type:
(i) Co-60 activity not to exceed the quantities in Tables 7.1.2 & 7.1.3 of the application.
(ii) Co-60 specific activity not to exceed the quantities in Tables 7.1.2 & Table 7.1.3 of the application.
(iii) The mass limits for fissile materials not to exceed the quantity in Table 7.1.2 of the application.
(iv) Radionuclides (excluding Co-60) with Gamma Energies > 0.45 MeV activity or specific activity not to exceed the quantities in Table 7.1.2 and Table 7.1.3 of the application.
(v) Maximum permissible Co-60 activity of non-fixed surface contamination for all waste packages is 2.212 x 1013 Bq.
(b)
Maximum weight of contents: 96,000 pounds including secondary packaging.
- 6.
In addition to the requirements of Subpart G of 10 CFR Part 71:
(1)
The package shall be prepared for shipment and operated in accordance with Chapter 7 of the application.
(2)
The package shall meet the acceptance tests and be maintained in accordance with Chapter 8 of the application.
- 7.
A pre-shipment leakage rate test is required for all shipments.
- 8.
The package authorized by this certificate is hereby approved for use under the general license provisions of 10 CFR 71.17.
