The SEP continues to meet the requirements in 10 CFR 50 Appendix E and the planning standards of 10 CFR 50.47(b).

Summary of Commitments This letter makes no new commitments and no revisions to existing commitments.

Description:==

On 3/14/2023, the Nuclear Regulatory Commission (NRC) issued in the Federal Register 15864 Vol 88 number 49, revised regulation related to security event notifications effective 4/13/2023. The revised regulations included simplifying and reorganizing existing physical security event notification requirements into several timeliness categories (e.g., 15-minute, 1-hour, 4-hour, and 8-hour notifications). The reorganization of Part 73 in the revised regulation removed §73.71 from 10 CFR part 73 and added new §73.1200, 73.1205, 73.1210, and 73.1215 (which contain notification, reporting, and recordkeeping requirements in 10 CFR part 73). This change to EPLAN-04 for the Monticello Nuclear Generating Plant (MNGP), removes references to Section §73.71 and replaces it with a general reference to 10 CFR Part 73 to align with the revised regulation.

Emergency Plan Effectiveness Basis This change to EPLAN-04, removes references to Section §73.71 and replaces it with a general reference to 10 CFR Part 73 to align with the revised regulation. This is considered an editorial change that does not result in a reduction in effectiveness of the emergency plan as defined in 50.54(q)(1)(iv).
